Since there are no proper standards identifying what the learner can do by using Japanese so far, the new standard could help a teacher to set educational goals, and to evaluate learner’s communicative ability which would contribute to diagnostic evaluation, formative evaluation, and summative evaluation. In order to develop Standard for Japanese language learning in Taiwan, I would refer to National standards in U.S.A, Australian Language Levels Guidelines and Common European Framework of References for Languages. Although they have different philosophy because of different national background, still these models refer to multiple aspects such as culture literacy, intercultural competence and cooperation with a community. Also, those curriculums applied these models furnish valuable information. Take these factors into account would be useful for developing Standards for Japanese language learning.
