Abstract: | 臺中市中小學計306校,雖設置專任人事人員為227校,惟仍有數十校仍未能補足,由專任人事人員二校兼任,工作雙倍,壓力自然亦倍數加乘々又79校因未達設置標準,仍由幹事及校護兼任々幹事及校護對人事業務一竅不通,需接受輔導外,反而無法發揮所學與專長,而人事資訊乃結合法規與實務,上手非易事,壓力隨之而來。「教師不得兼任主計、人事兩項業務」,直接衝擊各學校基層公務人員,如何讓「教師回歸教學」、「尊重孩子生命」、「節省公帑」與「專兼任人事工作壓力獲紓解」四者皆能達成,是當前大家頇努力的課題之一。本研究目的旨在瞭解不同個人背景變項初兼任人事人員,對初兼任人事人員之工作型態、工作狀態評估及工作壓力各子構面間的差異性。本研究採用問卷調查方式,並以為臺中市中小學職員初兼任人事人員為研究對象,共發出問卷130份,回收124份,回收?95.38%,本研究採用的方法為單因子變異數分析、t檢定及卡方檢定等方法,獲得以下結果?一、不同目前職務、從事公職年資、在學校服務年資的職員初兼任人事人員在工作型態之部份有顯著差異。二、不同學校規模大小的職員初兼任人事人員在工作狀態評估之部份有顯著差異。三、不同性別、目前職務、兼任人事人員年資的職員初兼任人事人員在工作壓力之部份有顯著差異。 The 306 of primary and secondary school in New Taichung City, although to set up 227 full-time personnel staff, but there are still dozens of schools failed to make up by two full-time school part-time personnel who work double, the stress increases by multiples. And The 79 of primary and secondary school in New Taichung City, below the set standards for the school, still part-time staffs and school nurses; officers and school nurses know nothing about the business of personnel, required to undergo counseling, but can not play the learning and expertise, and personnel information is a combination of regulations and practices, started non-easy, the pressure comes.Teachers may not serve as budgeting and human resources management, direct impact on primary schools, public staffs. How to make "teachers return to teaching", "respect the child's life," "saving public money" and "special part-time personnel work to relieve the pressure by" four-seven men can reach, is currently one of the topics we should work hard.The purpose of this study are to understand the different personal backgrounds of the early part-time personnel staffs, personnel staffs for the beginning of part-time job type, working conditions and job stress..In this study, 130 questionnaires were delivered and retrived 124 questionnaires. The retrived rate is 95.38%. The statistical analysis encompasses of one-way analysis of variance, t test, and Chi-square analysis. The conclusion are as below:1. This study reveals that the types of job classification, work experience years in public and work experience years in school have partial significant influence on job type.2. This study reveals that the types of School size have partial significant influence on assessment of working conditions.3. This study reveals that the types of gender, current job position, work years in serving substitute personnel staff have partial significant influence on job stress. |
