Abstract:	全民健保開辦以來，復健醫療成長迅速，屬於復健醫療部門下物理治療最為顯著。本文試圖從醫療組織、國家醫療政策及人民三方向之交互影響進行探討。面對醫療組織，國家希望能夠在有限的醫療成本中，讓醫療組織達到最高的醫療服務，於是在政策規劃上呈現控管醫療成本與提高需要的醫療服務量兩者看起來相互拉扯的目標。面對國家，各醫療組織無不希望在有限的醫療資源中獲取最高的醫療支付、降低被核減的量以維持及提昇醫院的利潤。在兩邊各自考量的目標下，呈現的即是不斷修正與更改的全民健保醫療給付標準及醫療組織的因應方策。當國家舉著社會服務且醫療組織舉著醫療論述的旗幟作用在人民身上時，這些人民卻處在醫療資訊不對等卻又期待國家予以提供社會福利的弱勢中。但是，在醫療化的社會中，我們同時發現，人民並非被動地接受醫療論述，而是在有選擇的狀況下選擇了一個既不侵入性且價格便宜又擁有醫療專業的物理治療。有別於以往在醫療產業下被操縱的個體，總帶著些不願與劣勢接受醫療行為，在物理治療中，無論病人以何種角度看待接受治療的事實，不變的是這項產業提供了便宜且專業的治療改變了人民看待身體的方式。當多數的比例是以往不被視為應當接受的醫療的「不舒服」成為主動接受治療成為「病人」時，「病人」的角色及身體觀亦是令人玩味的。 The national health insurance starts, rehabilitation medical treatment grows up quickly .The physiotherapy which belong to rehabilitation medical treatment is the most notable. This text tries to discuss from the medical treatment, national medical treatment policy and people.Face medical treatment organization, the nation hopes that makes the medical treatment organization reached the highest service in the limited cost. Hence, Control medical cost and enhance medical service both look pulls mutually in policy planning. Face a nation, each medical organization all hopes obtain the highest medical pay, reduce quantity and maintain the profits of hospital in the limited medical resource.Under the target that respectively considers in the both sides , it present continuously correction of the national health insurance medical pay and policy corresponding of medical organization. When the nation raises social service and the medical organization raises medical treatment on people. On the one hand, these people are lived in the place which is not reciprocal in medical information .On the other hand, they expect the nation provide social welfare.In the society that turns in the medical treatment, we find in the meantime, the people who is not passively accept medical treatment treatise, but is having the condition of choice under chose 1 since not incursion and price are cheap and own the physiotherapy of medical treatment profession. It always bring some behaviors that don't wish to accept a medical treatment with weakness difference from former individual that is manipulated under the industry in the medical treatment. In the physiotherapy, no matter patient with what angle treat the facts of accepting the treatment, this industry provide cheap and professional treatment, and it change to treat a bodily way of people.When majority of comparisons is wasn't seen formerly as should accept of the "uncomfortable" of medical treatment became to accept treatment's becoming "patient" on their own initiative, patient's role and body view also is made what person ponder.
