Abstract:	當今全球性的糧食危機問題使各國重新評估農業政策，以反應現正面臨的糧食自給問題；然而，過去十多年來台灣忽略農業發展的結果，使復耕計劃出現生產者從何而來的質疑，甚至未來可能產生耕作生產者數量牽動土地復耕／必要存量需求的計劃。本研究所發展的機制用以未來台灣面臨糧食存量過低，所啟定的應變計劃，原由在於各國面對所採取的補救措施乃長效性機制，是處於糧食存量絕對危險以及土地與生產者數量相對許可的情形，而低自給率的台灣長期以糧食進口來禰補產物多元性的不足，並沒有絕對的危險；再者，台灣過去由農業轉型到工業，農業生產者數量大不如前，再多的復耕計劃也將可能面臨沒有生產者的窘境，因此將發展具機動性機制提供部分程度上的保險，來使未來可能發生的糧食存量問題得以舒緩，本文將以國家人力資源－兵役部分來投入糧食生產，並以后里做為實驗區域來評估可能性。 Now the global food crisis question causes various countries to appraise the agricultural policy, responded right now faces food self-support question; However, past more than ten for year Taiwan neglected the agricultural development the result, caused the secondary ploughing plan to present the question which the producer came from where, even the future will possibly have the cultivation producer quantity to affect the land secondary ploughing/essential storage quantity demand the plan. This research institute develops the mechanism with will be excessively low by the future Taiwan faced with the grain storage quantity, will open the contingency plan which will decide, the reason lies in the remedial treatment which various countries will face adopt is the long residual action mechanism, will be is in the grain storage quantity 絕 to the dangerous as well as the land and the producer quantity relative permission situation, but low degree of self-sufficiency's Taiwan will import Mi by the grain to make up the product polytropic for a long time insufficiencies, not 絕 to danger; Furthermore, Taiwan passes from the agriculture reforms the industry, before agricultural producer quantity is inferior greatly, many secondary ploughing plans also possibly will face do not have producer's predicament, will therefore develop has the mobile mechanism to provide in the partial degrees the insurance, enables the grain storage quantity question which will occur in the future possibly to relax, this article will put into the food production by the country human resources - military service part, and in later will do to test the region to appraise the possibility.
