    Abstract: 由於台灣的發電以火力發電為主,所造成的污染和二氧化碳的排放都相當嚴重,在全球暖化的危機下,世界先進各國都積極開發再生能源,以減少對地球的傷害。因此風力發電的技術經過這幾十年的努力已經具有相當經濟效益,有商業規模的開發價值,因此行政院的『水與綠計劃』便將風力發電做為施政的重點之一。 而台灣的風場特性是西部優於東部,彰化海岸優於其他西海岸地區,因此彰化海岸已經有多家廠商積極的開發規劃風力發電廠。但彰化海岸地區是台灣重要的候鳥遷徙度冬與繁殖的區域,鳥類資源相當豐富。國外已經有相當多的文獻研究調查風力發電機對於海岸鳥類造成的傷害,例如鳥類撞擊風機葉片、鳥類棲地利用動線的切割和棲地的消失等。為了降低對鳥類生態的衝擊,積極的發展出風力電廠的生態評估模式,以便在風力發電廠設置規劃之初能夠提出相關的因應對策和降低干擾影響的對策。 所以本研究計畫的重點就是希望透過對彰化海岸水鳥生態的瞭解,從棲地利用動線、遷徙飛行的路徑和高度以及繁殖期間鳥類和風機之間的互動,加以評估風機的位置和高度是否對彰化海岸水鳥生態造成衝擊。本研究將透過風機位置和鳥類互動的調查,包含雷達調查鳥類遷徙路徑以及度冬繁殖期間鳥類的棲地利用動線的記錄等等,分析現有的風機預定位置是否對鳥類生態造成影響,並進一步提出相關的因應策略,達到風機與鳥類共存,使風力發電真正成為永續環保的綠色能源。
    The electricity produced in Taiwan is based major on thermal power using mineral coal and natural gas. This is a high polluted industry and that emitted heavy green house effect gas leading to the crisis of global warming. Therefore, many countries are seeking alternative renewable energy to protect the environment, wind power is the one. In Taiwan, the Executive Yuan has put wind power as its priority. The characteristics of wind farms in Taiwan, the west coast is better than the east coast and Changhua coast is better than the other west coast. There has been several wind power projects introduced at Changhua coast. On the other hand, Changhua coast is one of the important wintering and breeding area for migratory birds. It has been reported that birds collide with wind turbines caused the mortality and even leading to the habitat fragment and loss of birds by the wind power turbines. In this project, we would like to set an assessment process to wind power plant how to reduce the interference of birds. Wind turbines and bird interactions are studied including the migratory paths and altitude, routes from feeding sites to roosting/breeding sites, and so on. These information will help us to assess whether the position and height of wind turbines affect the ecology of birds or not. Follow these assessments and management strategies, we can make sure the wind turbines are no harm for wildlife. The wind power, hence, will be the nature-friendly and green sustainable energy resource.
