Abstract: | 八卦山公路長隧道災害應變體系,以交通部公路總局第二區養護工程處員林工務段為主軸,結合消防、警察、衛生、環保、民力團體及其他相關單位等組職力量。災害應變體系的本質不外乎減災(mitigation)、整備(preparedness)、反應(response)、復原(recovery)及結合相關公、私及非利益團體部門等相關部分,災害應變靠的是組織的動員以及組織之間的相互配合,此二者缺一不可,才能使其工作達到盡善盡美。 本論文以五大面向:減災(mitigation)、整備(preparedness)、反應(response)、復原(recovery)等階段及相關公、私及非利益團體部門如何配合,並結合國內外隧道救災專業知識,加以分析論述,研究出相關單位如何配合,相較有無進步空間,俾確立就是事權統一及跨域治理的重要性。 研究中訪談相關人員,在他們詳細剖析下,使研究生了解每一單位組織動員的情形以及所遭遇到困難之處,並建請相關政府單位知悉以求臻完善。關鍵字:緊急應變、災害應變計畫、跨域協調、弱點管理。 AbstractBaguashan highway long tunnel disaster preparedness and response system to the Ministry of Communications Highway Administration of the Conservation Area Agency Yuanlin Public Works section of main axis, combined with fire, police, health, environmental protection, financial resources of the groups and other relevant units and other power groups of grades. Nothing more than the nature of disaster preparedness and response system for mitigation, preparedness, response, recovery and integration of the relevant public and private sectors and non-interest groups and other relevant parts of the organization of disaster response depends on the mobilization of as well as the interaction between organizations, this two indispensable in order to make its work to achieve perfection. This paper has five-oriented: mitigation, preparedness, response, recovery phases and the relevant public, private and non-interest groups, departments on how to co-ordination and disaster relief at home and abroad tunnel expertise, to be analyzed and discussed to work out how to meet the relevant units, compared to the availability of room for improvement, to serve is to say in establishing the importance of unity and cross-domain management. The study interview relevant persons, in their detailed analysis, to enable students to understand the circumstances of each unit of organization and mobilization as well as experiencing difficulties, and ask the relevant government agencies to know in order to perfection.
