    摘要: 近年來國軍接連公佈許多重大改革,2008年7月國防部表示,視招募成效預計以4到6年時間,實施全募兵制。在2011年底國防部更公開宣布自2014年起,開始推動募兵制,然而募兵制政策的達成,除了人才招募外,優秀人員的存留更是一項重要的課題。研究選取中部地區基層連隊志願役士兵做為研究對象,係因士兵階層為軍隊之基礎成員,在「徵募併行制」下,義務役士兵入營服役使得基層部隊尚未發生人力問題,然而在「募兵制」推動後,人力問題首要接受衝擊的問題。本研究主要討論陸軍志願役士兵留營意願的影響因素,並了解其職業選擇原因,從其選擇入營服役到決定退伍離開,找出國軍未來在人才招募及改善基層士兵需求的重要依據。共實施600份問卷,其中無效問卷共131份,有效問卷469份,有效回收率為78%。研究結果發現,薪資仍為影響人員留營意願的主要因素,幹部與同僚間的相處與意見,對於人員留任意願有一定的影響,另外,「終身俸」的制度僅有29%的人員認為影響其服役意願,可見傳統所認定的福利政策,因人員與時代的改變亦因有所調整。
    In recent years, the ROC Ministry announced many significant reforms. In July 2008, the Ministry of National Defense expressed that regards recruits the result estimate by 4 to 6 years, implements the entire mercenary system. In the end of 2011, the Department of National Defense more publicly announced that since 2014, began to promote volunteer force, However enlistment policy achievement, in addition to talent recruitment, excellent staff retention is an important issue.Research as the research object, select the central region of the basic companies Volunteer Soldiers that areof the foundation members of the armed forces, recruitment parallel system, conscripted soldiers camp service makes the grass-roots forces have not yet occurred to the human problem, however, in the "enlistment"promote human problem premier to accept the impact of the problem.This study focuses on the influencing factors of the willingness to stay in the camp of the Army Volunteer Soldiers, and to understand the reason of their career choice, decision veterans leave service from select into camp, looking abroad Army Recruitment and improve grassroots soldiers demand basis. This study Implemented a total of 600 questionnaires were distributed and 131 invalid questionnaires, 469 valid questionnaires were effective rate of 78%.The results showed that salary is still the main factor to affect staff willingness to stay in camp. Opinions and to get along with Cadres and colleagues, staff retention will have a certain impact, only 29% of the staff of "Remuneration for life" pension system that affect its service will be seen traditional welfare policies identified must be adjusted with personnel and the times changed .
