Abstract: | 永續發展已為二十一世紀全球區域發展所關注的議題,而永續發展的價值基礎,主要在於社會資本的累積,藉由強化社會關係,建立合作而非衝突的行為。基此,本研究主要將以屏東縣成功引導地方產業脫離非永續性困境的首例個案,也就是「養水種電計畫」進行個案分析,針對產業永續性轉型過程,探討社會資本如何發酵、累積,以及社會資本與政府效能之間的可能關聯性。 在研究方法與架構上,本研究主要使用深度訪談法(共有8位,涵蓋公、私部門與地主),從社會資本的信任、規範與網絡三要素切入,並分別針對結合型、橋接型與連結型社會資本,分析在「養水種電計畫」的轉型過程中,社會資本所呈現的樣態;其次,透過社會責任感與理性計算兩個傳遞路徑,進一步分析社會資本與政府效能的關聯性。 研究結果發現,對於「養水種電計畫」而言,利害關係人之間對於永續性政策呈現價值認同,且自發性的凝聚共識,也存在緊密的網絡關係。除此之外,縣政府在轉型過程中雖然必須制定規範約束廠商與地主,但是主要的自我定位在於提供互惠平台與協助化解雙方歧見,逐漸促成社會資本累積,進而落實產業永續性轉型的目標,縣政府治理能力也因此受到利害關係人的高度肯定;其次,本研究也發現,地方首長前瞻性創新治理的思維、公私夥伴關係的建立、縣府提供平行對話的平台、廠商基於對永續性政策的認同引發社會責任感、「傳聲者」角色的安排與運用,以及資訊公開提升參與者對永續性轉型的信賴等特質,均為產業永續性轉型的重要因素。 最後,本研究也發現,由於縣政府僅規範廠商契約的最低門檻,導致目前廠商與地主之間,在獲利分配上有了爭議,因此在後續研究上,本研究建議公部門應審慎思考管制廠商與契約制定的問題,以有助於提升未來我國公部門在地層下陷地區,研擬推動產業永續性轉型的實質作法。 This study aims to explore the relationship between social capital and local government effectiveness regarding sustainability transformation of local industry. This research will analyzes the first sustainability transformation case called Aqua Solar Farm in Pingtung, Taiwan. The qualitative in-depth interview approach was used and eight stakeholders, includes public sector, private sector, and local residents, were interviewed to interpret the function of social capital in the transformation process of local industry where policy uncertainty and conflicting roles exist. Three elements (trust, norm, and network) and three types (bonding, bridging, and linking) of social capital were employed to explore the patterns of social capital. Our findings show that there is a close network relationship among the stakeholders. Besides, local government is helpful to enhance the accumulation of social capital because it provides a communication platform and acceptable regulations to solve conflicts. Actually, a positive and tight social capital was observed among the stakeholders. In addition, the relationship between social capital and local government effectiveness was observed, too. The positive social capital had strengthened the local government effectiveness in this case. Finally, in order to achieve sustainability transformation of local industry, this study suggested 6 necessary factors, they are: 1. Push of innovative governance; 2. Construction of public-private partnership; 3. Interactive platform; 4. Social responsibility induced from the approval of sustainability policies; 5. A sender for the plan implementation; and 6. Information disclosure in the transformation process. |
