    Abstract: 半總統制為憲政體制的相關研究中持續受到重視的議題。在過去累積的研究中,主要的關懷在於半總統制的定義與類型學討論,尤其是搭配選舉制度、政黨體系、總統權力、府院會關係等變數,來探討政府穩定等議題。相對於穩定的概念,有些半總統制國家在實際經驗上則是存在著朝向議會內閣制或是朝向總統制發展的轉型趨勢。本研究擬以半總統制的發展與轉型為主題,探討半總統制的憲政架構偏向總統化,或是偏向議會化的原因和特徵。研究的基本架構是:定義總統化與議會化轉型的具體內涵,然後由經驗性的個案比較來找出影響轉型的自變項,並且由實際的個案來檢證,以建構半總統制轉型研究的基礎。在個案的部分,以後共國家和東亞地區半總統制國家為分析主體,這兩個地區也是第三波民主化國家中,較多新興民主採用半總統制的區域。不僅如此,台灣的半總統制也有總統化發展的趨勢,本研究也將對台灣的經驗和其他東亞國家或後共國家的經驗進行比較,以期能將半總統制的理論和實際的狀況有所結合。
    When a semi-presidential constitution was adopted in more and more newly democracies, the discussions about the relationship between the semi-presidential constitution and the stable of democracy are also paid much attention. In the past few decades, many researches are concerned with the stability of government in semi-presidentialism. However, the semi-presidential is a mixed form of constitution between the parliamentary and presidential systems. Therefore, the political order in practice may transfer to the presidential system (such as Russia and South Korea etc.) or to the parliamentary system (such as Slovenia and Moldova etc.). This research program will focus on the constitutional transition of the semi-presidentialism. I will first define the concepts of presidentialization and parliamentarization. After that, I would like to establish a basic theory to explain the presidentialization and parliamentarization in some semi-presidential countries. The empirical cases are young democracies of post-communist and East Asia. Taiwan is also a typical semi-presidential country in East Asia which is toward a presidential constitutional order. This program will combine the theory with empirical experience and try to establish a basic theory about the constitutional transition of semi-presidentialism.
