Abstract: | 在社會福利民營化驅動下,台中縣立德水園身心障礙教養院成為中部地區第一件結合民間資源成立的身心障礙教養院,因此,本論文針對其委外經營策略之研究,探討德水園身心障礙教養院委外經營策略形成、規劃與執行中是否存在問題。本論文採用深度訪談及文獻研究的質化研究方法,以半結構方式,對台中縣政府社會局、受託者童傳盛文教基金會、土地捐贈者繼承人及德水園身心障礙教養院使用者或其家屬受談者進行訪談。本研究有八點發現:(一)、委外經營策略深受「圖利他人」心態影響。(二)、委外經營策略墨守「政府採購法」最低標精神。(三)、官僚體系視委外經營策略為萬靈丹。(四)、委外經營策略依賴「專業性人力外部化策略」。(五)、委外經營策略督導評鑑流於形式。(六)。委外經營策略深受政治生態的影響。(七)、委外經營策略不可忽視「財政因素」。(八)、委外經營策略仰仗志工、社區總體營造功能。為使地方政府身心障礙教養院採用委外經營策略更臻完善提供六點建議:第一、以「在商言商」之心態形成委外策略。第二、「社會福利服務」一律採用選擇性或限制性招標。第三、委託人須有人力策略以因應「專業性人力外部化策略」。第四、建立委外經營策略量化督導評鑑制度。第五、建立委外經營策略之服務水準協定制度。第六、建立健全的志工、社區人力資源制度。 The trend of the operation method for social welfare system is moving from public based toward privatisation. Der Swe Yuan, the reformatory for the body and min barrier in Taichung county, is the first institution established within non-government resources in the central area of Taiwan. Hence, this thesis is to discuss the problems occurred from the reformatory’s operation strategic structure, organisation, and implementation accordance with the study of outsourcing management strategy. The Scope of the thesis is composed of theory and practice methods by interviewing Taichung county government society bureau, Tong Chuan-sheng culture and education foundation (the request), the successor of land contributor and users or their relatives of the Der Swe Yuan reformatory.The finding has eight aspects shown as following: First, outsourcing management strategy may be influenced significantly by the attitude of people who intend to take advantage. Second, outsourcing management strategy is seem to be conservative and merely achieved minimum requirement of the Government procurement law. Third, government system considers the outsourcing strategy the perfect solution. Fourth, strategy is reply on external professionalised human resources. Fifth, the evaluation procedure is not practical. Sixth, the management strategy is affected by the impacts of political environment. Seventh, it is essential to consider “treasure factor” as part of management strategy. Eighth, function of the management strategy is built up by volunteers and the community.In order to improve the management strategy of local-government based reformatory for body and mind barrier, there are six suggestions provided as following: First, the attitude of management strategy should be based on “business to business” position. Second, bids of social welfare service must be approached by either selection or limitation method. Third, trustees should contain human resources strategy to cope with external professionalised human resources strategy. Fourth, design a supervision evaluation system within quantification analysis. Fifth, propose an agreement of qualified service level particular for the management strategy. Sixth, establish a sound volunteer and community human resource system. |
