    Title: 建構公立高級中等學校總務主任核心職能指標之分析

    Abstract: 摘要本研究目的,旨在初探目前公立高級中等學校總務主任職務之專業性及專任制度,其職務應具備核心職能指標及其重要程度,以建構公立高級中等學校總務主任核心職能指標圖像。本文為了達成研究目的,以「專業」及「核心職能」為理論基礎,設計「公立高級中等學校總務主任核心職能指標之問卷調查」初稿,經專家意見審查修正後,編擬修正式德懷術問卷調查表。採立意取樣方式詢問27位德懷術專家成員意見,彙整回收問卷採用SPSS軟體進?第1回、第2回問卷資?統計分析,求取每一題項指標之平均?(M)、眾?(Mo)、四分位差(Q)、標準差(SD),藉以判讀德懷術專家成員對各題項意見的共識程度。研究發現與建議如下:一、本問卷調查第一部份研究結果,呈現多數德懷術專家成員,認為學校總務行政業務性質具有多項專業性,總務主任需要扮演多元角色,且業務性質又隸屬行政院不同主管機關管轄,法令規定繁雜,其業務性質專業屬性高是無庸置疑的,此職務宜由專業人員來專任較適宜。二、問卷調查第二部份研究結果歸納出,要勝任總務主任之職務,必須具備的核心職能,依重要程度排序分別為:行政管理、行政倫理、領導能力、專業知能、個人特質等5大核心職能構面及26項重要指標,其指標行為描述詳見內文。三、根據研究結論,提供研究發現與建議,作為學術單位及考選部、教育主管機關、公立高級中等學校對於總務主任核心職能養成及考、選、育、用、留才之規劃?考。四、提供給有意願擔任學校總務主任者,瞭解其所應具備之核心職能,以成功扮演總務行政主管角色,提升學校整體教學服務品質暨行政績效。關鍵字:公立高級中等學校、總務行政、核心職能、行政倫理、德懷術
    AbstractThe purpose of the study is to realize the profession and the system of director of general affairs in public high school. Its related jobs include core competency indicators, so as to construct the core competency indicators of director of general affairs in public high school. To achieve the study purpose, theories related to “profession” and “core competency” are adopted. The first draft of questionnaire of “the core competency indicators of director of general affairs in public high school” was designed and revised based on the Delphi experts’ opinions, and the final version of questionnairewas used. 27 Delphi experts’ opinions were collected and the data of the first and the second questionnaire were analyzed by using SPSS software, and the means(M)、median(Mo)、quartile deviation(Q)、standard deviation(SD) of each question were retrieved to determine the experts’ opinions toward the issue. The study results and suggestions are as follow: The first part of the study results shows that most Delphi experts’ believe that school administration of the director of general affairs has many different professions. Since the director of general affairs need to play multiple roles, this position is affiliated to different governing authorities, and the regulatory rules are complicated. Undoubtedly, the job requires high profession. Therefore, it is better that the job is taken on by professionals. The second part of the study results of the questionnaire concludes that if a person wants to handle the job of general affairs, he should possess necessary core competency. The degrees of importance are ranked as follow: administration management, administration ethics, leadership competency, professional competency, and personal traits. It is hoped that the study results can shed some light for academic purposes, and works as a reference for recruitment﹐examination, cultivation of talents in public senior high school. It is hoped that the study results are helpful for those who are willing to take on the role of the director of general affairs. From this study, they can realize what core competency they should have, so that they can play this role successfully and thus promote the service quality of both teaching and administration of the school.
