    Abstract: 內政部統計資料顯示,志工人數自2004年之64,822人增至2013年之202,853人,惟目前退休公務人員參與志願服務人數,並未隨著近年公務人員提前辦理自願退休人數的增加及退休年齡的降低有所成長,醫療公部門退休醫事人員留任志工者更不到志工總數一成,本研究試圖了解箇中原因。本研究為質性研究,研究方法包括相關文獻探討及深度訪談。研究參與者除志工業務的推動及需求單位承辦人各1人外,以立意取樣尋找具有醫事背景之退休公務人員留任及未留任志工者各4名,共10名作為本研究參與者。研究結果發現:1.由利他的回饋、服務他人至自我肯定、成就感獲得,有著不同層次的參與動機;2.對原服務機關認同度高,保有深刻的情感;3.交通不便、無訊息來源、工作壓力及對原服務單位認同度低,是參與障礙;4.護理人員非主管職者留任志工人數不成比例;5.人事、社工單位對於醫療公部門退休醫事人員志工的需求,連繫與溝通不足;6.志工業務的推動及需求單位對於退休醫事人員志工潛在人力的開發,較缺積極作為。最後就研究結論提出未來建議方向。
    According to Ministry of the Interior statistics, ROC, the number of volunteers in Taiwan increased from 64,822 in 2004 to 202,853 in 2013, but the number of retired medical personnels in the medical sector involved in volunteer service in the former employing organization remains less than 10 percent of all volunteers, although the number of voluntary retirement has increased and the age of retirement is lowering. This study (a qualitative research) attempts to explore the reasons for the phenomenon.Literature research and in-depth interviews were conducted. 10 persons were recruited in the study, including 8 retired public servants with licenses in bio-medical fields, of them 4 were volunteers and 4 were not, and 2 workers, of them one was reponsible for promoting volunteer service and another was responsible for recruiting man power. The results show that: 1. Motivations to offer volunteer services include satisfaction, self-affirmation and a sense of accomplishment achieved by altruistic behavior; 2. The retired public servants confirmed that they were deeply concerned about the condition of their original employer, even if they did not all stay to serve as volunteers; 3. A lack of motivation to offer volunteer service is mainly due to traffic inconvenience, not being exposed to the information where help is needed, work pressure and negative impression of the former service unit (not necessarily the organization); 4. The percentage of retired nurses who serve as volunteers are much less than head nurses or other nursing executives; 5. There were inter-department communication barriers between the personnel office, which encouraged the willingness of retired employees in the hospital to be volunteers, and the social services office, which recruited volunteers; 6. The social services office and the offices where manpower is limited need to be more active in recruiting retired employees in the medical sector who are willing to volunteer their services. In conclusion, great efforts to develop effective strategies and implements in order to recruit more volunteers who specialized in medical fields to share some of medical needs are clearly warrant.
