Abstract:	本研究探討台灣環境資訊協會為了保護彰化大城溼地，於反國光石化時推動「全民來認股守護白海豚」的活動，此活動所運用的方式是利用「宣言信託」為導向，呼籲「公民參與」加入環境信託的行列，亦藉此運動倡議公益信託的概念，讓參與的民眾瞭解何謂「公益信託」。反國光石化在階段性結束後，環保團體所推動之第二階段認股行動「全民來認股守護濁水溪」運動，從2010至今還在持續進行當中。本研究為個案研究法，採質性研究取向，資料來源為立意取樣之方式，深度訪談6位含發起人、環境教育學者、環保律師之代表，以及相關文件蒐集。個案時間範圍自2010年4月至今為止，以公民參與、公益信託、永續發展理論等探討過程中所採用之策略及達成之效果，以及有關公民參與提升方案及永續發展教育之內涵。研究發現，由於環保團體的號召，使得公民參與的能量在極短的時間內得以集結，也提升了公民參與的動能。同時，使得公益信託的概念漸漸的在公民社會中拓展開來，讓許多民眾在該過程中知道在國外已有200多年歷史的「公益信託」這個工具，可以用來保護我們賴以生存的環境，以及運用在未來國家永續國土發展中，且佔有重要之角色。運用公益信託的方法，期許在未來能讓更多美麗的溼地、古蹟、文化資產等受到保護，成為可永續經營的國家資產。 This research aims to discuss TEIA leading the activity called “National Trust to conserve Taiwanese White Dolphins” in the time period of Kuokuang petrochemical for protecting Changhua Dacheng Wetlands. TEIA uses “Declaration Trust” as a guide to appeal “citizen participation” for joining “Environmental Trust”. Also initiate the partici -pated citizen realizing the concept of ”Charitable Trust”. After the time period of “Kuokuang petrochemical”, environmental association begin to advance the second stage called “National Trust to conserve groupto Zhuoshui River” from 2010 till now. This research is used “Case Study Method” and constructed by Qualitative research. The data source is taken by Purposive Sampling and In-Depth interviewing six people including originator, envoironmnet educator, environmental friendly lawer and related document collect. The time period of case study is from April 2010 to now. With the theories such as Citizen Participation, Charitable Trust, Sustainable Development, researcher discuss the tactic of activities process and relavant concequerence, the promoted plan concerning Citizen participation and the center of education for Sustainable Development. The researcher has found the gathering of Citizen Participation is built in a short time, also promote the motivation of Citizen Participation due to the appealing of Environmental association. In the meantime, the concept of Charitable Trust is also gradually expanded in the society. People will learn the tool called“Charitable Trust” which already exists in oversea more than 200 years, as well as using it to protect the earth we live and being an important role of Sustainable Development. The protection of Cultural heritage will become sustainable National Asset.
