全球脈動變化快速,跨國商品貿易不斷展開,人口也開始跨國移動,全球性的事物越來越與自身習習相關,本文以全球化為背景,各地人才相繼出現前往其他國家尋求適任工作的現象,其推拉效果尤其重要,無論因為政治穩定性或文化相容性,以及追尋理想工作等因素都佔有大部分的影響。 而台灣近年來失業率顯著,但市場工作缺額卻也不見降低,反而因為職缺需求與求職者的不對應造成企業缺工。是故,作者面對此現象,本文以經濟目的針對引進外國專業人才政策為研究主軸,描寫兩國的背景後再進一步以現下的國內外情況做分析,比較新加坡與台灣國內的對外籍專才的環境優劣,說明引進政策的異同,探討外國專業人士於新加坡與台灣兩國如何進入本國就業。 This essay aims at comparing Singapore’s and Taiwan’s policies of introducing foreign professional talents. My suggestions are: firstly, strengthening foreigners’ acknowledgement of Taiwan; and secondly, creating a friendly environment for foreign talents, including students studied in Taiwan, so they are more willing to stay in Taiwan. Thirdly, encouraging higher echelons of the foreign companies to immigrate to Taiwan. Fourthly, accepting and incorporating foreigner talents into Taiwan’s society. Besides, we have to evaluate foreign talents’ contribution in order to estimate their supply and demand. Finally, we have to accurately design and effectively conduct our policies, so that they are able to compete with other countries’ policies in attracting foreign talents in a globalized world.
