Abstract: | 近年來由於人口成長壓力下造成各種環境問題,永續的議題也應運而生,逐漸受到社會各界的重視。為落實都市地區生態永續與都市持續發展,其首要工作是瞭解區域土地資源與特性,加以進行土地規劃與分區,使資源有效管理與分配。本研究以土地規劃層面的角度進行台中市功能分區劃分,將台中市劃分為各種生態分區,以各功能分區過程與結果,訂定台中市1985年、1994年、2003年合理的空間佈局,以三個年度的生態區劃結果進行動態調整,決定台中市最適的生態區劃方式。其研究方法以簇群分析法進行,以50m×50m的土地方格作為分析單元,並將生態區劃之準則與因子轉換為實際的圖層與可量化之變數,二級生態區劃共歸納出7個變數,包括海拔、坡度、土壤、斷層帶、人口密度、水資源、林地。透過地理資訊系統(GIS)的屬性與空間分析之技術,將變數之圖層與土地方格單元進行套疊分析,以獲得每個圖層變數在每個土地方格單元的量化數據,再將所有量化資料透過因素分析、簇群分析之多變量分析方法加以劃設同質區。研究結果共可劃設出台中市三個年度各別的生態區劃結果,經綜合考量評估後,完成台中市生態區劃。台中市共可分為3個生態亞區與6個生態亞分區,並對各生態亞分區土地使用現況與未來經營管理方式進行探討,期可供未來台中市都市計畫之參考。 Due to various kinds of environmental problems under the pressure of population growth, gradually, more and more sustainable issues have been paid attention in recent years.. In order to activate a society of eco-sustainable and economic development in urban regions, the first step toward effective management and allocation is to investigate local natural resources and land characteristics with zoning. This study has been carried on the urban ecoregions in Taichung city with a perspective of land re-zoning approach, divided many kinds of ecoregions, and formulated rational zones with overall configuration consideration during the years of 1985, 1994, and 2003 in the City of Taichung. I used a dynamic adjustment approach with the results of ecoregions of aforementioned three years, and then after determined the optimal urban ecoregions in the City of Taichung.Treating a size of 50m×50m land grid as basic land zoning unit, I used two approaches, such as suitability analysis and cluster analysis, to analyze land variable attributes. Then, I converted these land variables and measurable layers with selected principles and criteria as their ecological functions. Second-scale ecoregions was classified and composed of 7 variables, and ncluding the height , slope , soil , shear-zone , density of population , water resource , forest. Based on the GIS (Geographic Information System) technology of spatial analysis, I overplayed variable layer with land grid units .This approach could gain quantitive data on each layer. Finally, factor analysis and cluster analysis, both have been used to decide several homogenous re-zoning divisions.The final result of this study could be drawn and re-designed each three year’s ecoregions within comprehensive planning in Taichung. Throughout a fully understanding and assessment simultaneously, an urban ecoregions of Taichung had been settled down. Three ecoregions and six sub-ecoregions were subdivided. Last, discussions and recommendations of sub-ecoregions had been provided to support current and future management on urban land-use planning for the municipal government of the City of Taichung. |
