    Title: 國小流浪教師問題與對策之研究

    Abstract: 本研究旨在探討流浪教師因為師資培育政策變革所面臨的困境,以John W. Kingdon的多元流程模式作為本研究之理論架構,透過歷史研究、文獻分析、及深入訪談等方法進行研究,研究發現如下:一、師資培育政策變革後產生數以萬計的流浪教師,一職難求,造成人力資源的浪費。二、流浪教師造成許多社會怪象,例如平均每位流浪教師考過5.3 次教師甄試。三、流浪教師現象讓優秀學生不敢報考師院、或修教育學程,深怕會成為下一個流浪教師,讓人擔憂未來教師素質會不升反降。四、對於流浪教師問題提出解決的策略與建議(一)減少供應量政府應該精估師培生人數,師資培育機構要有退場機制。(二)增加需求量1. 提高教師編制,降低班級人數。2. 暢通退休制度。3. 建立不適任教師淘汰機制。(三)其他相關策略1. 流浪教師組成「專業流動教師」團隊,由各縣市政府成立「人力派遣局」,統籌派遣代理代課。2. 學校的課後照護班或育樂營,優先聘請流浪教師授課。3. 政府要求合格立案的補習班,要聘請有修過教育學程之合格教師。4. 由政府協助到世界各地當「交換教師」教授中文。5. 政府招考正式教師但需要先到偏鄉或山上服務幾年。五、根據研究結果,提出以下建議(一)政策勿僵化,要能反映社會脈動,及時調整。(二)期待政府為流浪教師提供「階段性配套措施」。關鍵詞:流浪教師、儲備教師、超額教師
    The purpose of the study was to explore predicament of nomadic teachers seeking forpermanent employment after Teacher Education Policy Reform. Multiple Streams Model byJohn W. Kindon was used as theoretical framework for the study. Historical research,literature review and in-depth interview were adopted as research methods.The major findings were shown as follow:1. Teacher Education Policy Reform caused tens of thousands of nomadic educators workingfrom one school to another every year as well as waste of human resources.2. Nomadic teachers lead to social weird phenomena such as on average, everynomadic teacher takes 5.3 job assessment tests .3. The problems of a large number of jobless teachers prevent outstanding high schoolstudents from applying for Normal Colleges or taking education training courses, whichgive rise to low qualities of educators.4. Strategies and suggestions for solving nomadic teachers were as below:(1) To reduce the amount of pre-service teachers: Our government should accuratelyestimate the numbers of pre-service teachers needed and reduce the amountof colleges providing the teacher training courses.(2) To increase the amount of job vacancies:a. Lower the numbers of class students;b. Build a flexible retiring system;c. Establish the eliminating mechanism of incapable teachers.(3) The other strategies:a.Localgovernments should form an office of Teacher Human ResourcesVIin charge of dispatching nomadic teachers to fill in substitute teacher vacanciesin schools.b.Schools give priority to nomadic teachers when hiring teachers for after-schoolprograms or clubs.c.The government should enact a policy to demand qualified cram schools to hirequalified teachers.d.The government should assist nomadic teachers in finding teaching jobs overseas.e.The government should require new teachers to serve in remote areas for the firstfew years.5. Based on the findings,the following suggestions were proposed:(1) The policy should be flexible and adjusted based on current status of the socialsituation.(2) The government has obligation to provide solutions to nomadic teachers.Key words: nomadic teachers, reserved teachers, surplus teachers
