Abstract: | 早期我國政府對漁船主僱用大陸船員抱持消極之態度,隨著衍生人道衛生及國防安全等問題後,開始重視並且訂頒規範,將大陸船員的僱用納入管理,歷經20餘年來的政策演進,僱用大陸船員的政策管理規範,是否可因應環境變化及符合實際現況需要?同是大陸地區人民來台,雖分為來台觀光與擔任船員,但入出我國境卻分由不同行政機關來查驗放行,而這問題一直延宕至今仍未解。 大陸船員與國家安全在許多研究者的眼中,一直有密不可分的關係或是與偷渡畫上等號,然而近10年來台的大陸船員人數卻逐年降低,現今大陸地區經濟起飛,陸地就業機會增多且大陸航運及漁業也缺乏船員,而我國僱用大陸船員薪資福利和大陸當地薪資已差距不大不再吸引大陸人民,此也驗證了當經濟拉力不夠時,勞動的推力就自動轉向了。 在僱用大陸船員或是外籍船員的同時除了要訂定總量管制外,另加速訂定我國漁業培訓計畫及人數目標,來填補我國漁業從業人員勞力缺口,否則一直以僱用外來船員來解我國漁業勞動力缺口,長此以往只會讓我國漁業從業人員斷層,而廉價的僱用替代循環只會讓我國的漁場淪為外來新進船員的訓練基地。 本論文先行檢視政府政策演進之過程,再以其政策執行中所衍生之問題,來綜合探討並研謀解決之道。針對僱用程序、安置問題、薪資福利及國安問題等四個面向來分析探討,期能從眾多文獻及資料檢視中,發掘相關面向議題的癥結之處,以提供建議參考。 In the early days, the Chinese government held a negative attitude towards the fishing boat owner’s employment of the mainland crew. However, China’s employment of mainland crew members’ wages and benefits and mainland local wages are not much different, and they no longer attract mainlanders. This also proves that when the economic pull is not enough, the thrust of labor will automatically turn. In addition to the total amount of control, the employment of the mainland crew or foreign crew is required. Also accelerate the formulation of China’s fisheries training program and the number of targets, To fill the gap in the labor force of fisheries workers in China, Otherwise, we have been hiring foreign crew members to solve the gap in the fishing industry in China. In the long run, it will only make the fisheries practitioners in China break. The cheap employment replacement cycle will only make our fishery a training base for newcomers. This paper first examines the process of government policy evolution. With the problems arising from the implementation of its policies, To comprehensively explore and develop solutions.
