    Abstract: 農產品本身具有不耐儲藏與放置之限制,因此農產品流通效率就顯得格外重要,而農產品批發市場在流通過程中,具有其樞紐地位,其經營效率是影響整體流通效率的重要因子之一。然而,我國農產品批發市場其經營皆大不如前(許文富、陳政位,2004),其作業效率更是跟不上資訊時代來臨後之腳步,其中進理貨過程的作業效率影響著拍賣與議價開始之時間,主要的農產品資料與情報仍以人工輸入方式在進行資料登打的動作,不但造成作業時間拉長甚至消耗拍賣員之精神與體力,進而使得拍賣員無法全力主持拍賣作業。因此,市場表示理貨時間太久,急需改善理貨時間。 另外,藉由文獻收集與整理結果可知,國內蔬果批發市場尚未有將市場經營策略與資訊運用之研究,以至於政府相關單位遲遲不敢推動有關徹底改善批發市場經營之相關計畫。且農產品流通所牽扯範圍十分廣泛,諸如產地農民、市場業者、政府主管機關等,故本研究擬以質性研究方法進行實地調查,透過個案訪談與分析,深入了解其實地現況與問題,同時透過AI應用識別碼之設定將農產品資料與情報轉換成為GS1格式之編碼,再以QR Code作為資訊轉換之載體工具,以建構一電子化串接系統加以輔助整體流通之效率。而農產品流通系統之建立,須根據於完整且詳實的流通資訊,因此本研究以流通學的理論與概念為基礎,分析農產品流通中農民、農民組織、市場業者之擔負角色與機能,建立以電子化串接之農產品流通架構模型,並據此研擬一套適合國內現況之農產品流通系統與制度。 透過研究結果,可將流通架構分類為五階段-產地生產階段、產地集貨階段、運輸階段、批發市場階段與末端零售業階段,為整合此流通架構並提高電子化串接系統之可行性與前瞻性,本研究主張由政府部門或第三方財團法人成立資訊管制中心,此中心必需因應不同階段給予不同的資訊提供與支援統計分析,並規劃一系列相關配合事項與制度,以輔助該流通架構與系統得以順利運作。最後建議政府相關單位與機構,可以參考本研究結果進行農產品流通電子化串接與農產品批發市場經營改善之推動與發展,期能跟上鄰近國家日本與韓國之腳步,建立高效率型之流通環境,達成農產品批發市場永續服務農民與消費者之最終目標。
    The agricultural products have the restriction of unable to be stored and placed for a long time. So, efficiency in distributing agricultural products seems extremely important and agricultural products wholesale markets have their pivot positions in the course of the distribution, managing efficiency is an important factor that influences efficiency of distribution system. In Taiwan, agricultural products wholesale market’s management is in a difficult situation compared with what it used to be, their work efficiency is unable to catch up in this information age, because they input the main agricultural product data and information by manual operation.According to the literature, both market manage tactic and information application in Taiwan’s fruit and vegetable wholesale market is not study nowadays. That’s why the government faces hung problem and isn’t able to advance and promote the development organization. Besides, agricultural products distribution involves various aspects, such like farmer, market business, and government organization. In this thesis, I investigated industry by qualitative research method, which includes studying the current situation and problem by visiting, scrutinizing, and case analysis. The agricultural product data and information transfer to GS1 standard code by Application Identifiers (AI), and QR Code is a medium for information transferring to establish e-distribution system. Integrated and accurate information about the circulation is the foundation of agricultural product distribution system, so in this study I analyze the farmers, farmer organization and market business of the distribution in each case based on the theory and concept of distribution, and make the model for the structure of e-distribution and establish an adequate agricultural product distribution system for Taiwan.In the study result , I classify the structure of distribution into five kinds: Produce-type, Concentrate-type, Transportation-type, Wholesale market-type and Retail business-type. Integrate about the structure of distribution and advance to e-distribution system by information control center and then planning a series of rule and laws to assist the structure and system to function well. This study advocates setting up the center from government or juridical person. Finally, I suggest the government organization to consult this study to promote the development and improve of e-distribution and agricultural products wholesale market to catch up Japan and Korea, establish a highly efficiency type distribution environment and reach the final goal of agricultural products wholesale market can sustainable served farmer and consumer.
