Abstract:	本研究旨在運用巨量資料文字探勘技術分析我國非營利組織的使命（宗旨）與任務，運用R語言及PHP對內政部所設立的全國最大非營利組織搜尋平臺-公益資訊平臺、公益自律聯盟及臺灣300大基金會進行網路爬蟲，共匯集了7萬多筆非營利組織為本研究資料庫，包含「使命」、「任務」「會員人數」、「團體類型」、「成立日期」、「行政區」、「性質」、「工作內容」及「105年總收入」，接著利用SAS及Statistica的文字探勘功能進行內容分析。研究結論包括：一、非營利組織大多為20年以上，新設立的佔少數；大多設置在臺北市，新設立的非營利組織則大多設在東部地區；工作內容較關注服務、社會、家庭、教育、兒童、障礙及文化上；105年總收入以1,000萬-3,000萬佔最多數且收入不均。二、非營利組織的使命（宗旨）關注社會、促進、文化、產業、國際；非營利組織的任務關注社會、舉辦、文化、政府。三、非營利組織的使命（宗旨）演變情形由關注社會、文化、國際及健康至中期演變為社會、文化、教育、社福、弱勢至近期則演變成兩岸、藝術、社會及文化；任務由關注社會、教育、技術至中期演變為勞務、照顧、居家至近期則演變為社會、文化、學術及兩岸。四、西部地區使命（宗旨）關注社會、文化、社福、藝術；東部地區使命（宗旨）關注社會、文化、原住民、家庭、健康；離島地區使命（宗旨）關注社會、文化、政府；西部地區任務關注文化、國際；東部地區任務關注社會、文化、原住民、家庭；離島地區任務關注政府、公益。五、非營利組織使命（宗旨）為文化兩岸藝術及弱勢關懷家庭福利類型的105年總收入較高。六、非營利組織工作內容為老人福利救助類型的105年總收入較高。七、非營利組織工作內容並不全然按照使命（宗旨）而訂定。後續研究建議如下：一、長期性探討各類別非營利組織使命（宗旨）與總收入趨勢。二、長期性探討各類別非營利組織工作內容與總收入趨勢。三、持續研究非營利組織的工作內容與其使命（宗旨）的差異性。四、非營利組織使命（宗旨）與任務之新典範為何? This research applies big data and text mining methods to analyze missions and duties of nonprofit organizations in Taiwan. Using R programming language and PHP software to search national nonprofit organizations dataset maintained by the Ministry of the Interior, Taiwan NPO Self-Regulation Alliance, and 300 NPO foundations in Taiwan, this research collected totally more than seventy thousand records of NPOs. The research objects are using the SAS and Statistica text mining functions to analyze data contents including NPOs’ missions, duties, number of the members, group types, date of founding, administration district, characteristic, job contents and total year income in 2017. Findings of this research include:1. The majority of NPOs in Taiwan has been established for more than 20 years or longer, and newly establish organizations are minority. Majorities are located in Taipei City and minorities are located in Eastern Taiwan. NPO job contents are mostly focusing on providing services to the society, family, education, children, disability people and culture. Yearly total income of the organizations from 10 million to 30 million are the majority with income inequality.2. The missions of NPOs in Taiwan are focusing on public concerns, promotion, culture industry and internationalizations. Their duties are public concerns, hosting activates, culture and government.3. The missions of NPOs in Taiwan are transforming from the beginning stage about public concerns, culture, international, and public health to the middle stage about society, culture, education, social welfare, support minorities, and to the recent stage about cross-strait, art, society and culture. Their duties are transforming from public concerns, education, technology to the middle stage about labor, social caring and family until recent stage about society, culture, academic and cross-strait affairs.4. The missions of western Taiwan NPOs are public concerns, culture, social welfare and arts. Missions of the eastern Taiwan NPOs are public concerns, culture, indigenous peoples, family and health. Mission of the surrounding islands NPOs are public concerns, culture and the government. The duties of the western Taiwan NPOs are culture and international. The duties of the eastern Taiwan NPOs are public concerns, culture, indigenous peoples and family. The duties of the surrounding island NPOs are the government concerns and public welfare.5. NPOs with mission for promoting cross-strait art and culture and minority family welfare and concerns have higher total income in 2017.6. NPOs with job contents of elderly support and welfare have higher total income in 2017.7. NPOs’ job contents might not set up according to its original mission statements.Follow-up research suggestions:1. The discussion of the different types of the nonprofit organizations focusing on its mission and its total income trend in long terms.2. The discussion of the different types of the nonprofit organizations job contents and its total income trend in long terms.3. The continued research of differences of nonprofit organizations job contents and its missions.4. What is the new paradigm of the nonprofit organizations’ mission and duties?
