審議過後若無法接軌進入政府決策,則審議可能淪為空談,本研究試圖建構審議式民主有效聯結地方決策之機制,首先,以釐清現行地方決策模型為起點,避免在決策系統外徒勞無功,再以臺中市參與式預算為例,檢視現行地方審議民主的實踐現況,並藉由文獻分析法、深度訪談法以及政策德菲法等方法進行研究,最後,建構出未來審議式民主納入地方政府決策過程之模型,據此提出政策建議。 After deliberation, if it is impossible to get into the government's decision-making, the deliberation may be empty. This study attempts to construct a mechanism for deliberative democracy to effectively link local decisions. First, to clarify the current local decision-making model as a starting point and avoid futile efforts outside the decision-making system. Taking participatory budgeting in Taichung City as an example, reviewing the current state of practice of deliberative democracy in the locality, and conducting research through methods such as literature analysis, in-depth interviews, and policy delphi, and finally, constructing future deliberative democracy into local government decision-making process. The model, based on this, proposes policy recommendations.
