    Abstract: 本文主要由兩個軸線所組成,一是以立委的發言動機為主軸,以量化的方式提供一個較為全面性的角度來看待我國第七屆立法院。另一方面則是藉由Wilson的類型學,以成本與利益分別屬於何者將第七屆立法院法案進行分類。藉由結合這兩者來得出針對不同對象的法案(團體型、顧客型、企業型、多數型),立委的發言究竟是否有特定的動機考量(選民、政策、政黨)。
    This paper is mainly composed of two axes. The first is to use the motivation of the legislators as the main axis to provide a more comprehensive perspective on the Seventh Legislative Yuan of the Republic of China. On the other hand, Wilson's typology classifies the seventh Legislative Yuan bill by the cost and benefit. By combining the two to come up with bills for different subjects (interest group politics, client politics, entrepreneurial politics, majoritarian politics), whether the legislator's speech has specific motivational considerations (electors, policies, parties).
