    Abstract: 摘要  本研究主要解析,台灣從2009年在全國能源會議,提出低碳城市推動方案後,環境保護署即展開為期6年的一系列政策推動相關措施,期以低碳社區為根基,並擴展至鄉鎮市發展,而形成低碳生活圈的一系列相關政策與社區成功個案的剖析。本研究之研究方法,主要透過國內外相關文獻的比較分析、台灣政府相關計畫報告書、社區個案訪談等資料進行分析探討,以解讀台灣低碳永續家園政策特色與課題,進而利用社區個案分析,來探討台灣在推動低碳永續家園之困境與機會。冀能達成以下研究目的:一、分析解讀台灣低碳永續家園政策特色與課題。二、以大有低碳社區個案分析,探討台灣推動低碳永續家園之困境與機會。三、探討社區永續發展契機。  自2010年起至2016年止,環境保護署已輔導114處低碳永續示範社區,強調發揮節能減碳為基層力量,降低能源與資源耗用,期待2020年可以在台灣北、中、南、東,形成四大低碳生活圈。然當前政策卻放慢腳步,縮編行政單位與預算,由此顯示這種由上而下的推動歷程,雖擴展迅速但也有其缺點及隱憂。  因此透過本研究,以彰化縣唯一獲環保署低碳家園評等銀級獎「大有社區」為例,透過質性研究訪談與個案研究方法,進行16位–產官學、教育、社區研究者、太陽能光電銀行、社區領導者、培力人員、社區資深義工等關鍵參與者深入訪談與類比分析,研究結果發現,將社區企業理念導入後,有助於低碳永續家園的成功推動,也增加社區認同與長期經營之機會。  目前彰化縣埔鹽鄉大有社區,正以青銀共創的永續經營理念,推動社區低碳、有機食農與環境教育等相關經濟活動。因此本研究以此個案經驗分析,台灣本土化社區企業經營之道,研究結果發現,大有推動社區永續發展的特色及核心問題為1、長期培力社區,凝聚社區居民共識及行動力;2、社區領頭人的成效示範,帶動社區的永續發展;3、公私部門夥伴關係建立:人力、財力及技術資源協助;4、政府資源退場後,社區之自主永續經營能力建構。zh-TW關鍵詞:低碳社區、永續能源、社區凝聚力Keyword:Low Carbon community、Aspects of Energy Conservation and Carbon Reduction
    Abstract After the low-carbon city promotion program was proposed in the National Energy Conference in 2009, the Environmental Protection Administration (EPA), Executive Yuan implemented a 6-year series of related policies and measures. Based on low-carbon communities, the measures were expected to be extended to towns and cities to form a low-carbon living sphere. Accordingly, this study analyzed the related policies and successful community cases. Regarding the methods, foreign and domestic studies were reviewed and compared, and data obtained from the review of Taiwanese government reports and interviews conducted in the communities were analyzed, to understand the characteristics and related topics of the policy of Low Carbon Sustainable Homeland. Community case analysis was also performed to identify the difficulties and opportunities of Taiwan in promoting a low-carbon sustainable homeland. The objectives of this study are as follows: 1. To analyze the policy characteristics of and relevant topics on low-carbon sustainable homeland in Taiwan.2. Using Ta-Yu low-carbon community as the case for analysis to investigate the difficulties in and opportunities of promoting a low-carbon sustainable homeland in Taiwan. 3. To explore the opportunities of sustainable community development. From 2010 to 2016, the EPA assisted 114 low-carbon sustainable demonstration communities, highlighting the grassroot potential for energy saving and carbon reduction in the effort of lowering energy and resource consumption. The EPA expects that by 2020, four major low-carbon living spheres can be established in northern, central, southern, and eastern Taiwan. However, the current policy implementation has slowed down, with administrative units being downsized and budgets being cut. This indicates that the top–down policy implementation process involved drawbacks, although the policy can be implemented quickly. This study adopted the case study research design, focusing on Ta-Yu community—the only community in Changhua County that received the Silver Award of Low-Carbon Community from the EPA. Qualitative in-depth interviews were conducted on a total of 16 key participants, involving government officials, educators, researchers, bank staff, and community residents. Analogy analysis was then conducted. The results revealed that introducing the idea of community enterprise is beneficial for the successful promotion of a low-carbon sustainable homeland and can enhance community identity and facilitate long-term community development. Currently, the Ta-Yu community in Puyan Township, Changhua County is promoting carbon reduction and related environmental education and economic activities such as organic agriculture through the concept of sustainable management based on the intergenerational collaboration. Thus, this study used the Ta-Yu community as the case to analyze its experience regarding the operation of a localized community enterprise. The analysis results determined the following characteristics and core problems of Ta-Yu community’s promotion of sustainable development: (1) long-term community empowerment was provided to help the residents reach consensus and stimulate their actions; (2) community leaders’ exemplary actions facilitated the community’s sustainable development, (3) the establishment of partnerships between public and private sectors required the investment of human, monetary, and technical resources, (4) the community established its own abilities of sustainable management after governmental resources were withdrawn. zh-TW關鍵詞:低碳社區、永續能源、社區凝聚力 Keyword:Low Carbon community、Aspects of Energy Conservation and Carbon Reduction
