    Abstract: 依據聯合國在千年生態系統評估對生態系統與人類福祉綜合報告指出:一、過去50年中為了滿足快速增長的需求,人類對生態系統改變的規模和速度皆超過歷史上任何時期同一時間段的情形,因此造成地球上生物多樣性的喪失,其中大部分是不可逆性的;二、人類對生態系統的改變已經大幅度的促進人類福祉及社會經濟的發展,但獲取的成本卻日益上升,效益日趨減少;三、在本世紀的前半葉,生態系統服務退化的狀況可能顯著惡化,對於實現發展是一障礙;四、在某些情境下,滿足日益增長的生態系統服務需求的同時扭轉系統的退化,這一挑戰可以得到部分解決,在多種生態系統服務當中,透過消除負面的利害關係,或通過正面的偕同共生我們可以找到保護和提高特定生態系統服務的選擇。濕地是地球上最佳的生態系統,隨著人們對資源的濫加取用使得該系統服務功能逐漸惡化,本規劃以保明智利用策略及利害關係人訪談消除負面的利害關係及正面的偕同共生來維繫苗栗縣西湖重要濕地的服務功能。本規劃範圍位於苗栗縣西湖溪及後龍溪兩河與海交會之際,為西海岸中部沿岸重要的仔魚哺育場,同時亦是後龍地區傳統貝類採集之區域,制定有效且具體可實施的濕地保育利用計畫刻不容緩,本規劃考量自然環境調查、人文及景觀資源、土地權屬及現況使用情形等因素並在其生態可承載範圍內顧及居民之生計、生態資源及自然資源以兼容並蓄方式使用濕地資源,維持其水生生物資源及水資源其質及量於穩定狀態下,對其生物資源、水資源與土地予以適時、適地、適量、適性的明智利用進行探討、擬定分區及管理措施,進一步列出經營管理計畫、溝通計畫、水資源保護利用管理計畫、生態調查及監測計畫、宣導濕地資源明智利用計畫、生態導覽及解說員培訓計畫、緊急應變計畫及財務與實施計畫等,藉以實踐:一、依生物資源、水資源及土地資源等明智利用策略訂定管理模式。二、維護棲地環境保護水生生物資源,提升水產生物之數量及品質。三、依據生態特性推廣、宣傳合宜之漁業採捕方式,促進水產生物資源永續利用,並發展生態導覽,提高居民生計並推動居民及漁民共同參與濕地經營管理。
    According to report of ecosystems and human well-being in the Millennium Ecosystem Assessment:1. Over the past 50 years, humans have changed ecosystems more rapidly and extensively than in any comparable period of time in human history, largely to meet rapidly growing demands for food, fresh water, timber, fiber, and fuel. This has resulted in a substantial and largely irreversible loss in the diversity of life on Earth. 2. The changes that have been made to ecosystems have contributed to substantial net gains in human well-being and economic development, but these gains have been achieved at growing costs in the form of the degradation of many ecosystem services, increased risks of nonlinear changes, and the exacerbation of poverty for some groups of people. These problems, unless addressed, will substantially diminish the benefits that future generations obtain from ecosystems. 3. The degradation of ecosystem services could grow significantly worse during the first half of this century and is a barrier to achieving the Millennium Development Goals. 4. The challenge of reversing the degradation of ecosystems while meeting increasing demands for their services can be partially met under some scenarios that the MA has considered, but these involve significant changes in policies, institutions, and practices that are not currently under way. Many options exist to conserve or enhance specific ecosystem services in ways that reduce negative trade-offs or that provide positive synergies with other ecosystem services. Now we can find options to protect and improve specific ecosystem services. Wetlands are the best ecosystem on the planet. With the indiscriminate use of resources, the service function of the system is gradually deteriorating. This plan uses wise use strategies and stakeholder interviews to eliminate negative interests and positive co-existence to maintain the service function maintain the service function of Xi-Hu important wetland, Miaoli County.This plan is located in the Xi-hu river and Hou-long river and sea intersection in Miaoli County. It is an important larval feed farm on the west coast of the central taiwan. It is also a region of shellfish farm in the Hou-long area, and it is imperative to develop effective and concretely implementable wetland conservation plan. The plan considers factors such as natural environment survey, humanities and landscape resources, land tenure and current conditions, and the maintenance of their ecological character, achieved through the implementation of ecosystem approaches, within the context of sustainable development. It can thus be seen as the conservation and sustainable use of wetlands and all the services they provide, for the benefit of people and nature, and list management plans, communication plans, water conservation and utilization management plans, ecological surveys and monitoring plans, wise use of wetland plans, ecological navigation and narrator training plans, emergency response plans. To Practice: 1. Establish management models based on wise use strategies such as biological resources, water resources and land resources. 2. Maintain environmental protection aquatic resources in the habitat and increase the quantity and quality of fishery. 3. Promote appropriate fishing methods based on ecological characteristics, promote the sustainable use of aquatic resources, develop ecological guides, improve residents' livelihoods and promote joint participation in wetland management.
