    Abstract: 「永續發展」、「生態城市」兩大領域是台灣近年來努力推動的目標,其中的目的即是面對環境急遽變化之下,如何能表現其地方特色與價值,彰顯不可替代之自明性,進一步去維繫在地生態資源之永續經營與發展,是故行政院客家委員會於2016年提出之國家級策略規劃「國家級臺三線客庄浪漫大道推動方案規劃」,即是將桃園市平鎮區到台中市新社區沿線的17個客家庄串連起來,以產業經濟、生態與人文地景為主軸,建構一條具歷史縱深的浪漫大道。苗栗縣獅潭鄉位於臺三線的樞紐位置,客家人口比率達89.04%,新店社區為獅潭鄉行政中心所在,也是人口最多的一村,社區範圍位於水源保護區,區內擁有多元的天然環境資源與豐富的人文歷史遺跡,景觀生態豐富多元,以及許多以生態教育理念為主的休閒農業產業,因此如何結合客家委員會計畫之推動,將新店社區建構成為一個具指標性的生態社區,藉以提高其知名度與文化、產業經濟活動,吸引遊客前來進行深度觀光旅遊與消費,以重振苗栗縣樂活山城之榮耀,為本規劃的目的所在。新店社區屬於鄉村型生態社區分級,本規劃以生態社區評估系統EEWH-EC為準則,因此以生態理論為基礎,運用景觀生態學理論,導入生態承載量管理,進行相關環境調查與分析,對於新店社區之整體環境景觀做好最妥善之分期開發建設,針對社區內既有的天然環境與資源,規劃老街人文導覽區、綠能示範區、天然古道賞林區、野溪生態步道區、天然岩層出露區、自行車悠活車道及親水公園區等區域,期許達成「最適承載量(Optimum Capacity)」的平衡;本規劃依據EEWH-EC之21大指標,新店社區之執行項目可達18項,按照分期分區進程之推動,可達到鑽石級的最高評分目標,最終得於苗栗縣內營造一個典範級的綠色觀光生態社區。
    The two areas of "sustainable development" and "eco-city" are the goals that Taiwan has been striving in recent years. The purpose is that how we can express its local characteristics and values, to demonstrate the irresistible identity and to further maintain the sustainable management and development of the local ecological resources when facing the rapid changes in the environment. Hence, the Hakka Affairs Council of the Executive Yuan proposed the national-level strategic plan, “National Provincial Highway 3 Hakka Romantic Avenue Promotion Plan”, which connects 17 Hakka County along Provincial Highway 3 from the Pingzhen District of Taoyuan City to the Xinshe District of Taichung City. The industrial economy, ecology and Human landscape which be as the main axis for constructing a romantic avenue with historical depth.Shitan Township, Miaoli County is located at the hub of Provincial Highway 3 with a Hakka population ratio of 89.04%. The Xindian Community is the administrative center of Shitan Township and the most populous village. The community is located in the water source protection zone. The district has diverse natural environmental resources and rich cultural and historical relics creating rich landscape ecology, and there are many leisure agriculture industries based on ecological education concepts. Therefore, the purpose of this plan is to build Xindian community into an indicative ecological community, so as to enhance its popularity and culture, industrial economic activities and to attract tourists carrying out in-depth tour and consumption while revitalizing the glory of “LOHAS Mountain City” in Miaoli County by integrating the promotion of the Hakka Affairs Council’s project.The Xindian community is classified as a rural ecological community. This plan uses the ecological community assessment system of EEWH-EC as the criterion. Therefore, based on the ecological theory, the landscape ecology theory is used to introduce ecological capacity management and conduct related environmental investigation and analysis. The overall environmental landscape of the community is best prepared and constructed in stages. The Humanities Guided Area of Old Street, the Green Energy Demonstration Zone, the Ancient Trail of Natural Forest Area, the Ecological Trail of Wild Creek Area, the Natural Rock Formation Outcrop Zone, Bicycle Leisure Lane and Hydrophilic Park area are planned according to the existing natural environment and resources in the community, expected to achieve the balance of “Optimum Capacity”; this plan is based on the 21 indicators of EEWH-EC, and the implementation of the Xindian community can reach 18. According to the promotion of the staged zoning process, it can reach the highest scoring target of the diamond level, and finally create a model-level green tourism ecological community in Miaoli County.
