    Abstract: 中文摘要 在八十九年三月公佈的「台北市信義計畫區細部計畫第二次通盤檢討」中,計畫地區西北隅的轉運站用地變更為車站用地,以適用於公共設施多目標使用,該用地之利用將更具多樣化,並促進土地利用的效率。 市政府的計畫中擬採BOT(build、operate、transfer)的方式,在此用地設置「巿府轉運站」及商場,其中轉運站規劃為台北往基隆、宜蘭及花東方向的中長途客運並結合現有的捷運板南線(市政府站)及巿區公車,以構建便利完善的轉運站,並解決現有場站過度集中之現象、帶動台北市區域之均衡發展。車站為各大小都市交通運輸樞紐中心,它通常是都市發展的起源之一及都市進出的門戶。正因如此,車站及其周邊地區即成為大量交通之發生與集中的地點、各類交通運具的轉乘地點,同時也是人們交流、活動及休憩的場所。此外、由於捷運系統的便捷性、安全性、舒適性、大量性、可及性高等特點,它在短時間內即可運送大量的人群,因此其對都市的發展以及帶來大量人潮與商機,榮景不可限量。 在商場的部份,由於基地周圍已有多家百貨公司,因此將其定位為數位商品的百貨公司,以區別客層。現今國內的數位商品零售業,概略可分為三種:巿集型(如光華商場)、招商式賣場(如NOVA)及直營式賣場(如震旦資訊量訊),透過不同型態的了解與分析,找出數位產品商場其與車站結合的型態,以同時符合旅客、一般顧客、及專業玩家等不同族群的需求。 計畫中擬以BOT的方式來開發,在面對這樣的一個開發案,開發者與使用者通常是對立的。因為完善的公眾利益與創造商機的營利目的總是相互衝突,私部門的追求目標雖可能達到效率,卻經常忽略公共利益,因為其在營建期間及營運期間需背負龐大的成本及利息壓力,使其必需確保收益與成本的平衡,在這種情況下公共利益往往成為犧牲品。我嘗試在以一個建築師的身份,經由建築規劃設計的方法來探討在開發的過程中,如何使開發者、經營者、使用者、管理者以及周圍環境等都能互蒙其惠。
    Abstract According to “The Second Examination of Taipei Xin Yi Special District Detailed Plan” which was leased in March, 2000, the transfer reserve on the north-west corner of Xin Yi Special District has been converted to station reserve. This change provides public works with multiple functions. The functions of this reserve would have more varieties. And we can use this reserve more sufficiently. Taipei City Hall plans to implement BOT (build, operate, and transfer), to set a “City Hall transfer post” and a bazaar. As to the transfer post, it is mapping out for a long-medium distance traffic from Taipei to Keelong, Yi-Lan and Hwa-Line (westbound). Combining with MRT (City Hall Stop) and city bus, this transfer post intends to construct a convenient traffic network, to solve the extreme condensity of current stops and bazaar, and to balance regional development in Taipei. For big cities and small towns, stations are always traffic junctions. They usually are the origin of the city development and the door to the world. For this reason, stations and its neighborhood gather mass traffic; it become traffic junctions as well as transfer hub for other kind of transportation and it is also a place where people interact, practice social and leisure activities. Moreover, MRT is convenient, save, popular and easy to access. It can transport a lot of passengers in a very short time. Therefore, as a transfer post, it promises a prosperous future of development and commercial benefits. As to the bazaar, here I would like to define it as a digital merchandises department store for there are several department stores around the base (this site). The special merchandises also help this digital bazaar distinguish its customers from conventional department stores. We can roughly divide the digital products retailers into three categories: fair(such as Kwang-hwa Computer market)、shop-rented computer mall and wholly owned computer mall. Via understanding and analysis to different retailer’s categories, I plan to find out a new combination of digital product shops and station. And hope the new combination of the bazaar can satisfy passengers, average customers and power users’ needs. City Hall plans to implement BOT to this project. However, the benefits of the project developer are usually against users’. Public benefits always contradict commercial benefits. Private sectors could be more efficiently pursuing its goal, yet ignore public benefits in those BOT projects. The major reason could be the developers have to bear huge capital and interest pressure as the infrastructure project is under construction. Even at the operation stage, the cost pressure would not release for revenue and expenditure need to be balanced. In my thesis, I attempt to view the developing with an architect angle and try to implement architecture planning design to help the developers, business owners, users and even the near-by environment enjoy the benefits.
