    Abstract: 隨著網路技術的進步,以及協同作業的興起,供應商與買方之間的關係,已由對立的角色,轉變成夥伴的關係。尤其在供應鏈體系中,每個成員的優劣,會影響到整個供應鏈的競爭優勢,故在供應鏈體系中,如何慎選協同夥伴(Collaborative Partner)是很重要的。供應商對於企業來說,是個重要的關鍵,當市場競爭激烈時,一個良好的供應商若能夠提供企業所需的資源,企業必能掌握市場的先機。但企業面對眾多的上游供應商時,如何在最快的時間內,掌握供應商的資訊,汰換掉不適合的供應商,是供應商管理另一個重要的課題。 在現今科技發達的時代下,許多的企業都運用電腦軟、硬體輔助企業的每一個運作環節;也就是說整個企業,從上游到下游的供應鏈,到與客戶關係的管理工作,都能透過資訊科技來進行,如企業資源規劃系統(Enterprise Resource Planning ; ERP)。企業所有的交易活動資料,均透過系統儲存在企業的資料庫中,這些資料可以用來幫助企業作為決策的輔助工具,例如產品的銷售資料,可作為生產決策的依據。這些資料同時也可以作為監控企業整體績效的標準,如每個產品的不良率資料,可以用來監控生產活動或設備使用之狀況。在企業與其供應商交易的過程中,會產生許多有用的資料,這些資料可以用來做供應商監控與管理之用,如:交貨品質、交期、交貨價格、交貨數量等、這些都是用來監控供應商表現的指標,也可以用來做為採購決策的參考。 本研究旨探討在B2B電子商務交易中供應商表現的監控系統。本系統除了考量交貨品質為監控指標之外,也針對交期以及交貨數量加以考慮,這些資料均是與供應商交易時產出的資料,在考量實用性的前提之下,以管制圖為基礎,建立一個能夠即時監控交易中的供應商的系統。本系統能夠將落入表現不良的敏感法則中的供應商資料顯示出來,並且顯示不良原因與建議決策,讓企業使用者可以在最快的時間內,決定如何處置該供應商,以達到供應商監控與最佳化採購決策的目的。
    Because the network technology is making progress, and the collaboration is developing, the relationship of suppliers and buyers is changed to become collaborative partners. Every member is good or bad affects the advantage of competition, especially in a supply chain. Therefore, how to choose a helpful collaborative partner is very important. In an enterprise, supplier is the key. If it’s a good supplier ,it can supply the enterprise enough resource when it’s high competitive on the market. Then it can help the enterprise master advantages on the market. However, there are many suppliers, so how to get the information about suppliers and to change unsuitable suppliers is an important issue for a supply chain managements. There are many enterprises using software and hardware to assist the driftage. From the whole supply chain to customer’s relationship, the managers use information technology, like Enterprise Resource Planning (ERP), to deal with problems. And business information, like delivered quality, delivered price, delivered date, delivered quantity, etc; can be saved in database. Then sales information can help make a productive policy; product’s bad rate can monitor productive activities and equipments’ using. In a word, information technology can not only help make a productive policy but also help make a purchase policy. The aims of the research are to construct an information system framework for monitor suppliers in B2B and to build an information system model. The research uses the delivered quality, the delivered date, and the delivered quantity to be our monitoring index, and uses the control chart to construct an information system that can monitor business of suppliers in real time. The information system can search out bad suppliers that fail in the sensibility rule and show the reasons out and give a advice for making a policy. In the other hand, the user can make decision in time to punish suppliers and achieve the goal of monitor suppliers and the best purchase policy.
