    Abstract: 二次電池產業可分為上游的原材料、中游的製造跟組裝、以及下游的應用等三大範疇!在鋰電池製造商方面,由於面對大陸競爭低價競爭,加生產出成品的品質又無法與日本廠商相匹敵,因此預期國內中游鋰電池生產廠商仍將有一段漫長的路要走, 我國在下游應用方面如筆記型電腦已經具有舉足輕重的地位,而手持裝置如行動電話以及pda, IA 。等產品也已經在國際上佔有一席之地!而中游部分,拜下游應用面的優勢,我國在中游的電池模組方面已經逐漸的成熟,更多的電池模組公司加入行列。在該族群逐漸成型下,屬中游的二次電池製造商方面,整體而言,我國二次電池產業目前仍不完整,不過未來在政府的協助下,相信電池產業將會繼IC, PC ,TFT, LCD 產業後,成為我國未來另一重點產業!
    Abstract In the early era of electronic industry, from the start of 1970’s, U.S.A, Japan, and European companies re-locate production base from their host country to Taiwan. Taiwan went through the learning curve to accumulate knowledge from entry-level electronic products such as the video game, calculator gradually from the community of electronic island. The success of Taiwan PC industry was partially owed to the dominant Microsoft and Intel. It had enable Taiwan’s electronic industry to follow the clear guide line on what is the mainstream on the product development, concentrate on utilizing the formed electronic industry infrastructure from the 1970’s by concentrating on optimizing the key elements: best quality, lowest price, flexibility, speed in the “ productivity Frontier “ to compete with other countries. It leads to the success of Taiwan to become the Global OEM (original equipment manufacture), and farther more to enter into the role of ODM (original Design manufacture). It became the world leader of Monitor, Keypad, Mouse, Scanner, and motherboard in sense of the production volume, even established the worldwide brand: Acer. With Own Branding Manufacture (OBM). Now, at the era of post PC does the lithium Ion Battery manufacturers, one of the key components of electronic industry. Shall the industry follow the same pattern in the PC era to provide major equipment assembler/integrator in Taiwan to play a major role in the supply chain to support them as productivity frontier, or should adopt different strategy to meeting more diversified dynamic and deflation economic era in the upcoming years ? This study is trying to analyze through using Porter’s SWOT models on trying to identify what would be the optimal competitive strategy of Taiwan’s lithium ion industry in confronting with the other competitors in worldwide.
