Abstract: | 這篇論文是關於都市空間改造的研究,透過新竹市這幾年「改造公共空間」的過程中,探討公部門利用現今舊城區在不同時期所留存的都市空間資源,來再活化都市空間的做法與成果。筆者針對從民國85年至92年間新竹舊城區的都市公共空間改造計劃項目,發覺公部門對都市公共空間改造皆以不同時期的都市空間資源來進行再活化的策略構想,本研究嘗試以清領、日據及光復初期三個時期的都市空間資源劃分出研究架構及研究區域,以歸納分析這些年來都市空間改造的意涵與影響。 經第二章對現況及歷史脈絡的探討,感受到留存於舊城區間各時期遺留的都市資產作為都市再發展的資源。如清領時期﹕城隍廟北門街一帶及東門城護城河﹔日據時期﹕中正路市政府一帶的公共機關與官舍用地等、新竹公園與十八尖山公園休閒娛樂空間及市內散落日據時期遺留的許多公共建築如新竹火車站,新竹市政府、國民大戲院、警察局、衛生局、戶政事務所、新竹中學、新竹女中、靖廬、菸酒公賣局、消防隊、憲兵隊等﹔光復初期﹕散佈在舊城區週邊的眷村聚落等等,可以了解到新竹市都市發展的演變過程。而上述這些都市資源都是每一個生於城市的市民指認都市的參考點,更是市民共同的記憶。 根據本文三、四、五章的探討,在本研究的對象中,對城市中的歷史建築、歷史街區或空間,筆者發覺市政府面對都市空間活化的議題,這些歷史空間元素不再是被視為被冷凍的古蹟、文物,而是被嘗試重新定位為一個城市的重要的空間資源,並重新賦予新的觀點與功能。從點的獨棟建築到線狀的街道河岸等及面狀的地區活化,在公部門的改造策略中清領及日據時期的空間資源多採取保存再利用的方式來強化舊城區認同與都市意象﹔光復時期後的空間資源─眷村,則以更新再開發的手法提昇舊城土地利用強度,以容納更多人口營造現代高層化的意象。 本研究針對公部門對舊城區所進行的改造計劃後產生的都市空間結構給予新的詮釋及建議,並經由時間軸的分期探討,筆者將其改造後的都市空間分為三個不同區域,而這三個區分型塑出現今的新竹舊城區內新的都市紋理與不同的場所氛圍。 This paper probe into a subject of urban city space renovation, which through documentation study onto recent 8 years of Hsin Chu City “Renovate Public Space” project processing result and discuss the differences of preserved old downtown area of urban city space at different period of time, an aspect of urban city space reactivated project item probe study. Regarding the probe of urban public space renovation project in old downtown city development found that the reactivated project designs are in accordance with the urban city space resources’ condition from 1996 to 2003. In order to catalogue the analysis of urban city space renovation meaning and effects by probe into their resources division of framework and to study these three periods of which are the Manchu Dynasty, Japanese Colony, and initial stage of Recovery. According to the Chapter 2, a study on the current and historical trial, found that all of the remained urban city resources in different periods might become the future resources in city redevelopment. Such as, in Manchu Dynasty period are the Cheng Hung Temple Peimen Street area and the Eastern Gate Canal Around; in Japanese Colony period, the public buildings and government official dormitories around city government Hall on the Zhong Zheng Road, the leisure entertainments spaces of Hsin Chu Park and Shi Ba Jian Shan Park. In addition, many distributed Japanese colonial ruled public buildings; Hsinchu Train Station, Hsin Chu Municipal Government Hall, Image Museum, Police Department, Bureau of Health, Household Registration Bureau, Hsin Chu High School, Hsin Chu High Girl School, Jin Lu, Taiwan Tobacco and Liquor Corporation, Fire Brigade, and Military Police Corps etc. At last, in the initial stage of Taiwan Recovery period, the officials’ family dependant villages that built surrounding by the old downtown city area, a main actor as playing the role of development in the Hsin Chu City. Regarding mentioned roles who or which have ever exist in the city are the respect of urban city reference resources-either a social memories for each residents of the city. According to the study in chapter 3, 4, and 5 found that the historic architectures, street block, or spaces are belong to the city is neither taken it as a sealed historic interest, historical relic, nor a quite space factor role in human residential history. In stead, they are renamed as the significant space resources and granted by brand new viewpoints and functions. The renovation activities revealed from the single building to the lines of streets, rivers and those composition of plane surface regions are required to be put into account of processing historical trail. The renovation strategy implemented by the public department are mostly adopted preservation and reuse as the spaces belong to the Manchu Dynasty period and Japanese Colony period — a strengthen manner for promoting residents to identify old downtown and engaged in upgrade participating phenomena for urban city. In the period of initial stage of Taiwan recovery, the space of government officials’ family dependent villages, now adopted by the transformation and exploit methods to advance old downtown real estate usage capacity in terms of receiving new population for modern the urban city. A brand new annotation and proposal produced after analyzed the conclusion of the renovation plan of old downtown city in which adopting period to divide the city development process into three time zone. Apparently, they are featuring the specific urban city aspect and different field of residential participating phenomenon in old Hsin Chu downtown city area today.
