    Abstract: 近年來,台灣地區隨著經濟的成長、交通的便捷及國民所得的提高,經濟及生活結構的改變,使國人從事休閒旅遊的風氣蓬勃發展;除了公園、公民營遊憩區外,國家公園亦成為民眾從事休閒活動的場所,而國家公園所扮演的角色除生態保育的功能外,亦增加休閒活動的功效;但旅遊活動與生態保育卻很難同時兼具,因此,許多生態保育的學者與團體,紛紛提出了兼顧自然保育與遊憩發展目的之旅遊活動-生態旅遊。然而,為能了解遊客對生態旅遊的認知與其遊憩效益,故本研究係以條件評估法(CVM)來對雪霸國家公園武陵遊憩區發展生態旅遊之遊憩效益及其擁擠效益進行評估,並同時兼採用定性敘述的方式,評估其自然與人文資源,最後提出發展生態旅遊之經營管理策略。本研究的程序及結果如下: 一、 遊憩資源、生態旅遊及雪霸國家公園武陵遊憩區資料收集。 二、 利用定性敘述的方式,對雪霸國家公園武陵遊憩區自然與人文資源進行評估。 三、 針對雪霸國家公園武陵遊憩區遊客對生態旅遊認知、發展生態旅遊之遊憩資源效益、擁擠程度及其效益與環境滿意程度進行評估。 四、 建立雪霸國家公園武陵遊憩區發展生態旅遊之遊憩資源效益之CVM模型與擁擠效益之CVM模型。 五、 提出發展生態旅遊之經營管理策略;包括環境資源、遊客管理以及環境教育、居民環境維護與利益創造策略、遊憩衝擊管理等四個部分。
    In recent years, the fad of travelling in leisure time is increasing due to the rapid growth of economy, the convenience of transportation, the increment of citizens’ income, and the change of economic structure and life style in Taiwan area nowadays. Except for visiting urban parks, the public tends to perform outdoor activities in leisure time. National parks play important roles not only on the duty of nature conservation but also increasing the effects of promoting outdoor activities. Nevertheless, it is a conflict between both. Scholars in the field of nature conservation and the NGO groups favour the ideal ecotourism which taken both nature conservation and recreation development goals into consideration. However, in order to understand tourist’ contingency of ecotourism and it’s recreation value, the present study based fundamentally on contingent valuation method (CVM) to evaluate the recreation value and congestion value of developing ecotourism in Wu-Lin Recreation Area of Shei-Pa National Park. Induction method is also used to evaluate its’ natural and cultural resources and finally the management strategies for developing ecotourism. The procedures and objectives proposed for the present study are: 1. To collect information on recreation resources, ecotourism in Wu-Lin Recreation Area of Shei-Pa National Park. 2. To evaluate the natural and cultural resource in Wu-Lin Recreation Area of Shei-Pa National Park with induction method. 3. To evaluate tourists’ ideas about their contingency of ecotourism, recreation value assessment of developing ecotourism, contingent values, and satisfaction of the environment in Wu-Lin Recreation Area of Shei-Pa National Park. 4. To build the CVM models of contingent valuation and recreation value assessment of developing ecotourism in Wu-Lin Recreation Area of Shei-Pa National Park. 5. To propose the management strategies for developing ecotourism which includes four parts, environmental resources, management of tourists and environmental education, strategies for inhabitants to protect the environment and to create benefits, and sound management of recreation impact.
