    Abstract: 近年來為求經濟發展與生活品質提升,開發行為不斷的向山林進行,但受限於台灣地區氣候與地質特性,可利用的土地資源十分有限,開發行為往往也予森林生態系之保育帶來衝擊,因此如何對身兼水資源涵養、國土保安、野生動物生息、休閒遊憩等功能的森林土地資源進行合理的經營與規劃,便成為目前相當重要的議題。 本研究以惠蓀林場為例,藉由對基地自然、人文資源特性及現況問題的探討,將其土地利用類型區分為林木經營區、教學實習區、森林研究區及森林遊樂區等項目,在考量相關法規與環境限制條件後,並增設限制開發區,以生態規劃法之理論,配合森林生態系經營、地景生態學理念,進行惠蓀林場土地利用方案的構想與評估,以建立基地最適土地利用分區方案。 在未來的土地利用規劃上,由於惠蓀林場全區坡度變化相當複雜,可利用於林木生產的土地相當有限,在發展成本與生態保育的考量下,本研究建議將其轉變為局部區域的示範經營,並借重基地目前教學實習的特色,發展相關教育活動,配合森林遊樂,使遊客在遊憩當中獲得不同的體驗。
    Nowadays, in order to accelerate economical development and increase quality of life, our people continues to assert the forests. Due to the unique climate and geology, available land is limited and the human activities usually greatly influence forest ecosystem conservation. Therefore, how to proceed the reasonable management and multi-function planning of forest resources in terms of conserving water resources, soil erosion, and wildlife life as well as recreation development becomes the most important issue at present. The present study probes into the natural, social-economical status and problems of Hui-Sun forest station, proposes to classify its land use types with timber management area, experimental area, research area and forest recreation area. Taking the relevant laws and site restrictions into consideration, we also propose an additional low development area. Principles of ecological planning, forest ecosystem management and landscape ecology are applied to the planning and assessment in Hui-Sun forest station. As a whole, we have established the most suitable land use planning model. The woodland stands in Hui-Sun forest station has precipitous slope, meanwhile, available timber land is also limited, and considering the development cost and ecosystem conservation, it is suggested to change it as a management demonstration site. In order to offer the visitors different recreation experience, we also suggest future forest recreation planning can integrate the education resources of Hui-Sun forest station.
