    Title: 中華電信員工對民營化組織變革認知與態度相關性之研究-以中區電信分公司為例

    Abstract: 本研究係針對中華電信面臨民營化中,就中華電信中區分公司員工對民營化組織變革認知與態度之相關性進行探討,經以問卷調查方式進行資料蒐集,總計發出550份問卷,回收有效問卷456份,有效回收率82.9%。 資料分析採用因素分析、描述性統計分析、Cronbach’s α信度檢驗、單因子變異數分析(ANOVA)、相關分析及多元迴歸分析等統計方法,並以SPSS for Windows 軟體進行資料分析。 資料分析後,歸納出一些研究發現: 一、不同性別、教育程度、資位、服務年資、工作類別及服務單位的員工對民營化組織變革之認知有顯著差異。 二、不同性別、年齡、教育程度、資位、服務年資、職務及是否擔任工會相關職務的員工對民營化組織變革之態度有顯著差異。 三、員工對民營化認知與態度存在顯著相關。 四、整體言,員工對民營化持贊成態度者佔53.3%,持反對態度者佔12.3%,持觀望態度者佔35.4%。 五、員工對民營化變革認知之「組織效率與競爭力提升」、「員工權益保障」及「民營化必要性」等三構面,對民營化態度之「觀望」有顯著解釋能力。 六、員工對民營化變革認知之「員工權益保障」及「民營化必要性」等二構面,對民營化態度之「支持」有顯著解釋能力。 七、員工對民營化變革認知之「民營化必要性」構面,對民營化態度之「抗拒」有顯著解釋能力。 依據上述之研究結果,期望能進一步提出對策以改善員工對民營化之認知與態度,並提供予決策機關及主事者參考,使中華電信之民營化能順利加速完成。
    Chunghwa Telecom Co., LTD. is currently in the process of privatization. This study took the employees of Central Branch of this company as the subjects to explore the correlation between two factors: the employee’s perception of the corporate changes and their attitudes toward these changes. The means of data collection was conducted via issuing questionnaires. A total of 550 copies of questionnaire were issued and 456 copies returned, which was counted as 82.9% of valid return rate. Statistic methods used for data analysis included Factor Analysis, Descriptive Statistic Analysis, Cronbach''s α test analysis, Analysis of Variance (ANOVA), Correlation analysis and multiple regression. SPSS for Windows provided quick result of those analyses. Listed below are the essential findings of this study: 1. Employees’ perceptions of corporate change in the process of privatization were significantly related to the following variables: gender, education, hierarchy status, seniority, functional line and department difference. 2. Employees’ attitudes toward corporate change in the process of privatization were significantly related to the following variables: gender, age, education, hierarchy status, seniority, position, and the fact that whether he/she held a position in the Workers’ Union. 3. Significant correlation existed between employees’ perception and their attitudes to privatization. 4. In general, 53.5 % of the employee supported privatizing Chunghwa Company while another 12.3 % of the employee disapproved it. The rest 35.4% were vague in this matter. 5. Employees’ vagueness over the privatization could be significantly explained by the three constructs of corporate change perception: “organizational efficiency and competitiveness improvement”,” the protection of employee’s rights” and “the necessity of privatization.” 6. Employees’ “supportive” attitudes toward privatization could be significantly explained by two constructs of corporate change perception: “the protection of employee’s rights”, and “the necessity of privatization.” 7. Employee’s “disapproving” attitudes toward privatization could be explained by the construct “the necessity of privatization” of corporate change perception. Based on the result, this study hopes to propose solutions to improve employees’ perception of and attitudes toward privatization. The authorities concerned might consider taking those solutions as reference so that the process of the privatization of Chunghwa might be soon completed.
