Abstract:	研究歐洲聯盟所切入角度，主要有探討國家主權的議題、歐洲共同體法的性質，以及歐盟整合的發展等途徑。本論文則從歐洲聯盟政策制定的過程，進行深入的研究，摒除傳統以功能主義、新功能主義及官僚主義的思惟模式來探討歐盟的政策制定，而以社會選擇理論來深入研究歐盟各會員國基於外部環境的國際因素，以及歐盟內部各會員國的需求、態度、意向所形成的衝擊之下，如何凝聚彼此的意見，形成共識，進而制定出一致的政策。在第一章，主要闡述論文的研究動機、架構、研究方法、相關文獻分析及研究範圍。第二章，則分析影響歐盟制定政策的外部環境因素及內部情境考量，包括了國際政經情勢的變遷及各會員國之間的互動情形。在第三章中，筆者則對於歐盟政策制定的機制，即歐洲高峰會、執委會、部長理事會及歐洲議會的組成、發展、權限，以歐洲單一法、馬斯垂克條約、阿姆斯特丹條約為分析的架構，來剖析其演變。第四章，是以「經濟暨貨幣聯盟」政策（EMU）為個案研究，以社會選擇理論來分析政策制定的過程。第五章則是結論，即研究成果的分享和未來研究的方向。 There are some general research approaches studying European Union , which are national sovereignty , European Community Law , or the status of European integration . Instead of taking functionalism , neo-functionalism , bureaucrat bargaining model , this thesis adopts social choice theory to analysis the process of policy-making in EU members . Particularly , by introducing the interaction of domestic and international factors and the preference orderings for every member . This thesis tries to explain why and how EMU comes to the table . Chapter Ⅰ introduce the research motives , structure , methods , and limits . In chapter Ⅱ , the thesis analyses the in-and-out factors influencing EU to make the policy-decision , such as the international condition and the mutual or muti-interactions among EU members . In chapter Ⅲ , the thesis talks about the mechanism of EU , such as The European Council , The Commission , The Council of Ministers , The European Parliament . Chapter Ⅳ is a case study , which means by using every nations preference ordering to intersubject the real process of EU making EMU policy . In conclusion , including research contribution and research direction in the future .
