摘要:	過去半個世紀以來，世界各地層出不窮的天然災害發生，包括地震、水災、乾旱、颶風、乃至於暴風雪等，犧牲了數以千萬計的無辜生命，也造成難以計數的財產損失，使得天災人禍成為舉世矚目的重要議題。過去的災難經驗顯示，每一次的災難發生，面臨最大衝擊的卻是災民生活所在的當地社區。「社區」做為個人生活的地理空間以及人際網絡連結的共同場域，如何藉由社區居民的共同努力，構築一個防救災支持體系，攸關社區防救災的執行能力。因此，本研究將以地震、水災、以及土石流等天然災害經常肆虐的地區，包括台中縣東勢鎮以及和平鄉地區做為研究場域，檢視居民的防救災支持體系現況，進一步以研究成果，協助建構一個具備抵抗與降低災害的「防災社區」。基於社區防救災支持系統之建構，需以社區居民參與運作方式強化社區互信基礎、建立社區關係網絡、並改善居民對防災信念的規範與承諾做起，而這正是社會資本概念從理論層次落實到實務運用上的體現。然而，社區現有的政府防救災計畫與機制卻長期忽略，社區的社會資本在「防災社區」推動上可扮演的重要角色。本研究將運用社會資本概念，用以解析無形的社會資本如何在社區中被創造出來，並用以協助社區防救災之社會支持系統建構，以強化社區的防救災能力。 In the past few decades, the natural disaster, including earthquake, flood, drought, hurricane, has taken place everywhere around the world. It tookmillions of lives and caused enormous loss, including home damages, financial losses, and business hardships. The issues regarding natural disasters have increasingly been the most challenging aspect confronting human beings. Past disaster experiences show that although taking action the government is important, disaster relief also requires community residents’involvement. Specifically, "community" is used as the geography space of social activities and serves as the common field that shapes the quality and quantity of social interactions among individuals. Constructing a community social support system by the community residents' joint effort has become a promising way to minimize the effect of natural disasters on our community. Studies indicate that social capital, as an important concept in the study of community development, has a great potential for creating resources that facilitates communities’capacities in reducing the disaster hazard. However, this concept remained to be neglected in this field over a long period of time. Applying both quantitative and qualitative methods, this study aims to trace the strategies and processes of two communities, entitled Tung-Shi Township and Ho-Ping village, for developing social capital in order to construct a social support system for minimizing the effect of natural disaster. In addition, it will explore what role does social capital play in the variety of phases of a disaster and what are the impacts of a disaster on social capital in a community.
