    Abstract: 本研究以臺中市優質高中為研究對象,採取質化研究取徑,透過深度訪談教學使用者、採購行政人員,歸納推理採購行政人員取得教學使用者需求及實際採購供給作為等現象,同時從課責觀點解讀最終採購結果得否滿足教學使用者需求及原因。經由發現分析,提出以下結論:一、在「學校教師兼行政人員」規定下,如何遴選適當教師加入行政團隊,兼顧學校行政長、短期穩定運作,有賴學校行政團隊領導者發揮智慧。二、「行政服務教學」理念是採購行政團體蛻變成行政團隊的必要語言,而人際關係、專業及信任則是採購行政人員與教學使用者有效溝通三部曲。三、從「行政服務教學」理念出發的學校採購行政作業符合「外部顧客」需求概念,而「資源分配公平正義」則是採購行政人員進一步評估需求時不能逾越的鐵律。四、在「學校教師兼行政人員」規定下,有賴採購行政團隊內採購行政業務人員與專責採購人員互為「供應者-顧客」雙向內部顧客運作模式,採購行政得以順利展開。五、採購行政人員邊做邊學的基礎學習階段,無不認為「政府採購法」彷如緊箍咒綁住教學使用者需求;進階學習階段,即能領悟該法也是伸縮自如的金箍棒。六、學校採購行政遵循PDCA管理模式,採購行政人員得以從案牘勞形轉為好整以暇,從容滿足教學使用者需求,減輕法律課責壓力,也是爭取上級機關補助經費的利器。七、「政府採購法」被過度歸咎為「依法行政」對象,教育公務體系不當行政運作才是真正元兇,改變教學使用者需求導向的採購作業,難以兼顧滿足需求與「依法行政」。八、不同財源採購案受到不同課責運作影響,法律課責尚有助於採購行政人員鑽研採購知能,但是面對不當行政運作的「依法行政」層級課責,無法兼顧滿足教學需求。九、適度他律可激發自律,但他律力道過強,又可能壓抑自律,當課責本身達到均衡時,即能發揮調和滿足需求與「依法行政」的工具型價值,使學校採購行政更為週全。十、採購作業透明化既可釋放採購行政人員心理壓力,也達到建立與教學使用者溝通平台的多重效益,絕對是採購行政不斷朝良善治理精進發展的重要根基。最後,從省思性觀點針對研究結論提出具體建議如下:一、應以認同服務理念者加入服務團隊,在教育旅程中提供師生旅客妥適服務。二、針對教師兼行政人員建立制度性學習機制,助於落實採購行政服務教學宗旨。三、配合雙向內部顧客運作模式,採用綜覈名實考核獎勵作法,成為學校行政結構性誘因。四、檢討教育公務體系行政運作,簡化非必要作業及流程,提升行政作業效能。五、從策略思維激發採購行政人員內部自蘊專業、道德倫理課責,使學校行政趨於週全。
    The objects of the research, are the instructors and the purchasing administrators in a highly-qualified high school. The research, taking qualitative research approach, has in-depth interviews with the objects, and then logically induce how the administrators get informed of the demands of the instructors and how the practical purchasing actions are executed. Through the viewpoint of accountability, the purchasing outcomes are interpreted to see if the demands are satisfied and acquire the reasons. The conclusions are made as follows:I. In depends on the wisdom of the principal to select capable and suitable instructorsto join the administrating team.II. The conception of administration serving education is the essential language when purchasing teams transform into administrating teams. Therefore, interpersonal relationships, profession and trustfulness are mainly the communicative key points.III. School purchasing administration assignments, under the conception of administration serving education, tally with the concept of outer-customer demands. And fairly and justily dividing the resources is the inflexible rule when purchasing administrators take further steps to evaluate the demands.IV. Under the rule: “ instructors work part-time as administrators,” it relies on the model-that in the administrating team, purchasing administrators and professional purchasing colleagues works as providers and customers- to make purchasing-administration run smoothly.V. On the basically-learning stage, as purchasing administrators acquire the purchasing rules, they make purchasing demands simultaneously, their common concept is that government procurement act is like the spell making them unmovable. But when they come to the further stage, it come to them that the act is like the flexible stick in the hand of Sun Wu Kun.VI. School purchasing administration follows the model of PDCA, and then purchasing administrators are able to work more relaxedly, instead, busily like before, to gratify the demands of the instructors, lesson the pressure of accountability and furthermore, it is also a useful tool to fight for the government subsidy.VII. Government procurement act is over-blamed as the object of law-based administration, but the educational administration system is the real cause. The purchasing assignment of changed demand-orientation of the instructors is hard to take both demand satisfaction and law-based administration into account.VIII. Owing to different financial resources having different impact of accountability, law accountability is helpful for purchasing administrators to take further purchasing acquaintance. On the other hand, improper law-based administration accountability under the inappropriate administration operation is hard to gratify instructing demands.IX. Proper heteronomy is able to stimulate autonomy. Instead, when the power of heteronomy is too strong, it may repress autonomy. As accountability comes to a balance, it can harmonize demand satisfaction and the tool evaluation of law-based administration, and thus enable school purchasing administration to run thoroughly.X. The transparent of purchasing assignment can both lesson the pressure of the purchasing administrators and reach the multi-effect of making up a user communication platform. It is also the essential base to stimulate purchasing administration run in the direction of good governance.Eventually, in the perspective of reflective-practice, the research makes concrete suggestions as follows:I. Those who recognize with the concept of serving join administration team, and thus are able to provide students and instructors with proper service.II. Systematic learning mechanism should be built up for instructors work par-time as administrators, which enhances the conception of administration serving education.III. The model-that purchasing administrators and professional purchasing colleagues works as providers and customer-, combining a very practical rewarding system will be the stimulating cause of the school administration structuralization.IV. The operation of government system administration should be examined and inspected. Unnecessary assignments and procedure should be simplified to enhance the efficiency of administration assignment.V. Inner self-acquired profession and morality accountability of purchasing administrators is stimulated by strategy reflection enable school administration to be complete and outright.
