面臨大陸與東南亞地區以挾帶充裕勞動資本,提供國際市場上所需的產品製造、組裝之委託代工服務所帶來的競爭衝擊,台灣傳統OEM企業逐漸轉型為ODM型態,其過程除須提升產品開發效能與資源管理規劃之外,並需促成效率化與最佳化之高製造產能,以求企業永續經營與發展。而發展「產品開發資源之標準化評估」機制,主要目的以提昇企業產品開發流程規劃與開發資源運用分配,為此本研究進行三項目標:1)探討產品開發策略目標、產品開發流程與細部項目以及開發資源之標準化定義:2)調查企業於產品開發之流程規劃與資源分配模式:3)建置一開發流程與開發資源之評估規劃作業系統。產品開發活動往往於企業擬定開發目標後隨即進行,卻忽略前置作業的開發流程規劃評估與資源需求預測,而企業內部尚無能力解決開發過程因流程與資源衝突所造成產品開發中止與延宕。因此依據先前研究為基礎(林耿暉,2005),進一步確認標準化產品開發資源項目(共為25項)於企業運用情形,並歸結文獻探討進行深入訪談,以釐清產品開發流程安排與資源運用等之企業困境,以確認標準化產品開發活動之規劃步驟可導入系統化。第二運用層級分析法擬制問卷並調查國內企業各專案經理人於產品創新活動之評估開發流程規劃與開發資源需求,並將專家知識之量化結果作為供給「產品開發資源之標準化評估系統」機制之演算依據,以輔助產品開發執行者依據開發目標,評估開發規劃之合理性與可行性,以符合企業所需。 Since the competition from countries of lower labor cost such as China and Southeast Asian countries, traditional enterprises in Taiwan are forced to transfer from OEM to ODM. The transferring process requires not only the enhancement on product development efficiency and resource management planning but also needs to establish efficient and optimized manufacturing capacity to look forward to a sustainable business. Under this kind of circumstance, this study develops a “An Evaluation Framework of the Standardization of Product Development Resources”. This framework is aiming at helping an enterprise to enhance their quality of development process planning and development resource allocation for products. Therefore, the goal of this study is: 1) exploring the strategic goal of product development, process and details of product development, and the definition of standardization of development resource. 2) investigating the product process planning and resource distribution mode of an enterprise. 3) constructing an framework to evaluate development process planning and development resources.Companies often start product development activities right after development goals are settled, thus the evaluation of development process planning and prediction of recourses requirement are omitted. It will cause sudden halt or delay of product development process because of unable to solve the conflicts happens between working process and resource allocations. Therefore, this study confirmed about standardized resources items (25 items) of product development based on previous research (Lin, 2005), and also conducted a series of indepth interviews based on previous references. The purpose of these indepth interview are to find out the difficulties that an enterprise will face when arranging product development process and resource allocations, and then, to settle a standardized and systematized procedure of the process planning of product development activities. In addition, this study also uses a questionnaire to gain quantification data for investigating how enterprises in Taiwan make development process planning and resource allocation to develop product innovative activities. Finally, this study develops a “An Evaluation Framework of the Standardization of Product Development Resources” based on experts’ experiences derived from previously quantification data. This framework is a tool to help product development decision makers. It applies Analytic Hierarchy Process (AHP) to assess development process planning and development process requirements. It also evaluates the rationality and feasibility of development planning based on experts’ experiences which are investigated to fit an enterprise’s needs
