    Abstract: 各國政府在面對全球化激烈競爭、資源越來越少、人民需求越來越高的嚴苛挑戰下,均開展了大規模的政府再造運動,公部門必須要有更好的治理能力,才能提升國家競爭力,而一個民主的、負責任的、高效率的、透明的政府行政管理體系,無論是對經濟的發展還是對整個社會持續發展都是不可缺少的。人是組織最重要的資產,人力資源的確保、開發、報償以及維持是人力資源管理的重要工作,攸關政府改造成敗的關鍵因素,以職能為基礎的管理成為發展整合性人力資源政策的良策,人力資源的能力精進與改善是最核心的重點之一。工程部門面對全球氣候變遷及下雨型態驟變(短延時、強降雨),造成旱澇加劇的現象,所面對挑戰越來越艱困,為了應付內外部環境的變革,必須具備高超的技術能力,並展現高度廉潔的公共服務倫理行為,才能獲得人民的支持與信任。在領導能力方面,應透過激勵與發揮影響力,並且富有創造性地進行變革管理,以提升組織績效。品質運動之父戴明(W.Edwards Deming)曾說:「若多數人在多數時候展現相同的某種作為,那麼問題並不在人們身上,問題出在制度。」領導者必須對制度負責。領導者應透過制度的建立,降低職場風險,並應藉由待遇制度結合績效精神,以提高員工的工作士氣及效能,共同朝組織目標前進,以達成機關的使命及願景。就公部門而言,核心能力除強調工作相關的能力外,更須與公共使命相結合。本研究以Bowman et al提出的「技術能力」、「倫理能力」及「領導能力」所構成的技能三角(Skills Triangle)為研究架構,並採用文獻分析、座談會、問卷調查及訪談方式,界定工程部門關鍵核心能力項目,可作為能力提升、規劃相關訓練及人力運用參考;並提出研究建議,期能達到工程部門工程人員適才適所的目標。
    Governments in facing severe challenge of globalization severe competition ,fewer esources ,and higher demand from people, has developed government restoration movement in the large-scale.The government must have better ability to promote the national competitiveness. For a democratic, responsible, highly efficient and transparent government administration system, it is essential to the entire social development and the development of economy.The people are the most important asset of organization. The guarantee of human resources, development, compensation are the important work of human resources management. It plays a key role of success or failure in government transformation. The management based on functions becomes the brilliant plan of development conformability human resources policy. The ability of human resources improvement is one of the most key points. The engineering department facing the global climate change and sudden raining (short time delay and strong rains)creating the phenomenon that the intensify drought and flood. faces severe challenge. To deal with the transformation of internal and external environment, the engineering department must have the excellent technical capability, and shows highly honest in the collective services ethics behavior.This can win people's support and trust. That display influence In leadership, conducting the change management creative, and promoting organization achievements. Father of Dai Ming quality movement (W.Edwards Deming) once said: "If the most people show some same achievement in the most times, then the issue on the people does not leave in the system. "The leaders are responsible for the system. The leaders should penetrate establishment of system, reduces the work place risk, and should become the treatment of system. To enhance the work morale and potency of staff, the common organization goal goes forward, to achieve the mission and prospect of institution.In the engineering department, the core competencies besides emphasizing work are related ability, must unify with the public mission. Bowman proposes "technical capability" ,"ethics ability" and "leadership" constitutes (SkillsTriangle) for the research construction. That uses the bibliometric analysis, the questionnaire survey and interview way. To limit the engineering key ability can promote the ability. The plan related to training and manpower utilization reference proposed the research to suggest that the time can achieve the engineering department engineers were just now suitable the goal.
