Abstract:	台灣從2000年行政院青輔會就開始推動以『飛雁專案』的婦女創業輔導工作，17年過去，歷經政府組織改造、部會整併、業務劃分等，2013年『飛雁專案』業務移轉至經濟部中小企業處，取名為『飛雁計畫』。然而2017年統計出，台灣協助女性創業部會高達13個，總計48項計畫在執行相關的婦女輔導創業，其中『飛雁計畫』，因為是首度重視女力創業的政策，加上以『飛雁』為名自發主性的協會也相繼成立。成立輔導女性創業的最佳代名詞。本研究除了蒐集資料及針對官方數據及採用質性訪談不具名之官員、飛雁協會會員及深度訪談飛雁協會領導者，進行研究『飛雁專案』或稱『飛雁計畫』實施之成效。最後分別就政府部門、飛雁協會及未來研究提出建議以下建議：首先，針對政府部門:行政院應設置『婦女創業輔導平台』；需強化創業創新養成學苑；針對婦女創業提出稅法優惠；設置婦女創業基金，提供婦女創業資金需求；文創園區將婦女創業輔導納入與優惠；採購法中納入優先採購對象；協助婦女創業品牌CIS的建立。其次，針對飛雁協會：成立全國飛雁協會總會，爭取社會資源；興辦社會企業與之連結，改善飛雁協會財務體質；結合社區、經營志工資源；聯結社會團體、發展產學合作、經營社會資源。 Taiwan started to promote women's entrepreneurship counseling with the "Feiyan Project" from the Youth Executive Council of the Executive Yuan in 2000. Over a period of 17 years, the organization has been through Government organization reform, mergers and acquisitions, business division, etc. "Feiyan Project" business was transferred to the Small and Medium Enterprise Department of the Ministry of Economic Affairs and re-named as "Feiyan Plan". In 2017, statstistic shows that there are up to 13 departments and units assisting women's start-ups in Taiwan. A total of 48 programs are implementing relevant women's counseling businesses. Among those programs, "Feiyan Project" is the first policy that emphasizes female entrepreneurship; additionally, spontaneous associations in the name of “Feiyan” (meaning “Flying Geese") have been established. Feiyan has become the best name for women entrepreneurship. In addition to collecting information and analyzing official data, this study also includes anonymous officials’ qualitative interviews and in-depth interviews with Feiyan Association members and leaders in order to assess the effectiveness of the implementation of "Feiyan Project" or "Feiyan Plan." The following suggestions are made individually for Government Departments and Feiyan Association for future research.For government: Executive Yuan should set up a counselling platform for women’s entrepreneurship, strengthen entrepreneurial innovation to develop academy, provide tax benifits and venture funds for women’s entreneurship, include women’s entrepreneurship in culture and creative industries, priority procurement under Law of Procurement, assist establishment of CIS brand.For Feiyan association: establish headquarter of Feiyan associations for social resources, link with social enterprises to improve the finance of Feiyan association, cooperate with communities and manage resources of volunteers, link with social groups, develop cooperation between industry and university, and manage social resources.
