| Abstract: | 本論文是探討福隆海水浴場地區性規劃設計與建築/地景設計。論文分為兩部分，第一，主要是因為福隆沙灘的遷移，而對地區造成衝擊所作的地區性規劃設計；第二，進一步探討環境元素對基地內的現有活動和未來觀光活動的關係，從中推衍環境元素與活動的對應機制，並建立當地最合適的地景與建築。現今的福隆因為受外在人為的因素影響而改變了當地的自然環境的條件，這改變主要是因為人工的海堤改變了沿海的海流，而海流的改變連帶改變原本福隆沙灘的原貌（沙灘流失與轉移），因此影響當地居民的生活與產業活動，而現今的觀光人潮正逐年增加，相關的設施逐漸的超出負荷；海水浴場沙灘的轉移，連帶影響其活動場域的轉變，未來將使福隆地區的發展作重大調整。為因應這衝擊，將以福隆海水浴場地區現有的觀光資源為基礎，結合當地其它有潛力的地方特色作整合性的考量。首先，針對福隆地區因觀光活動沙灘的轉變進行「區域性」的規劃設計，將福隆海水浴場地區做整體的區域計畫發展，以找尋出未來合適的發展配置與模式。除了整合現有的地區現況，發掘福隆地區觀光潛力，使福隆有更完善的整體規劃來發展觀光，促使達到觀光倍增的目標。第二， 藉由研究、分析影響當地環境特色的元素（季風、沙、地形、防風林、堤防），進一步探討環境元素對基地內的現有活動和未來觀光活動的關係，並從中演化出不同的對應風、沙的「風堤」與地景，以因應福隆地區的特殊環境特色與活動需求。
AbstractThis paper is going to explore the regional planning design and landscape design of Fulong Bathing Beach. It will be divided into two sections. Firstly, it will focuses on the regional planning and design after the impact as a result of the move of Fulong Beach. Secondly, it will further discuss the relationship between environmental elements towards current activities and tourism activities in the future in order to infer the corresponding strategies as well as to establish applicable landscape and building.Due to external artificial factor, Fulong’s natural environment has been changed. This change is mainly because the current along the sea has been altered by artificial embankments. It has also changed the original Fulong Beach, resulting in diminishing and transferring of the beach. These changes influence Fulong residents’ life and industrial activities. Since the number of the tourists has been increased annually, it also causes more burdens for the related facilities. Moreover, the transfer of the bathing beach also alters the activity space. As a result, there will be a significant adjustment for Fulong’s development in the future. In order to cope with this impact, Fulong Bathing Beach’s present tourist resources will be taken as the foundation and combined with other potential regional features. First of all, due to the change of Fulong’s tourist activity beach, a regional planning and design will be carried out. There will be a complete regional planning development conducted in Fulong Bathing Beach to find out applicable development deployment and mode in the future. Moreover, it is also necessary to figure out Fulong’s tourist potential in order to develop its tourism through a more integral planning. Secondly, it will further investigate the relation between environmental elements towards current activities and future activities through studying and analyzing its environmental elements, including monsoon season, sand, geography, windbreak, and embankments. Furthermore, from the investigation, different windbreak embankments and landscape will be learned to deal with special environmental features of Fulong and its activities. |
