    Abstract: 南埔社區位於南投縣草屯鎮南埔里,屬傳統產業型態之農村社區,早期因種植菸草而繁華一時,後因菸草開放進口與種植許可證的收回導致社區產業沒落,產生社區人口外移與高齡化的嚴重問題。故本規劃之目的為藉由社區景觀營造,對於南埔社區內的環境、文化、產業產生擾動,以改善所面臨到的困境為當務之急,提出「整理聚落空間、傳承社區文化與開創社區產業」三大願景,在營造的過程當中鼓勵居民投身社造的行列,逐漸凝聚社區意識,期望藉由此規劃翻轉南埔社區所面臨到的危機。 本文融入社區總體營造理論進行社區資源的盤點與居民意願等訪談問題設計,將兩者結合納入社區議題考量而訂定出前述之規劃願景;另以景觀體驗理論作為景觀營造與農村體驗活動的設計基礎,以一系列之體驗行程,藉此帶動社區產業的轉型。此外,透過分析相關案例擷取轉型成功之關鍵以回饋於後續的實質計畫,從社區土地使用三個分區劃定,依其資源與環境特性,導入公共暨休憩設施配置、產業活化營造、文化保存及活化與環境生態保育等方案,接續訂定執行計畫以落實完整規劃內容。 本規劃成果未來不僅可以藉此改善南埔社區居民的居住環境,也能成功促進社區產業轉型與傳承社區文化,建構社區自身的特色產業與落實永續經營的理念。
    The Nanpu Community is a typically traditional farming neighborhood and located in Nanpu Village, Tsaotun Township, Nantou County. As the fact that it thrived with plant of tobacco, however, due to the legalization of tobacco import and confiscation of planter license, the primary industry of community waned gradually.Furthermore, it caused both migration and population aging two severe problems.Thus, the intent of this study is to improve the difficulties of Nanpu Community as priority regarding to affections of environment, culture and industries by landscape construction of the community.The three visions of“reorganizing the settlement space,inheriting the community culture and creating the community industry”are proposed.In the process of construction, residents are encouraged to participate in creation of community, gradually concentrating on community awareness,and hope to reverse the crisis faced by the Nanpu community by implementing the plan.The study integrates the theory of community construction to design interview questions of community resources and residents’ willingness. By combining the two topics into the community issues, we can determine the three visions. Additionally, the landscape and the rural experience design are based on the theory of landscape experience to stimulate the transformation of the community industry by a series of experience journeys. Besides, through the analysis of relevant cases, we can capture the key to the success of the transformation for subsequent substantive plan; from the three divisions of usage of community land, according to its resources and environmental characteristics, we are capable of introduction of public and leisure facilities configuration, industrial activation and construction, culture preservation and activation and environmental ecological conservation programs, and then continue to implement the plan to accomplish the plan content. In the future, the result of this plan will not only improve the residential environment of Nanpu community, but it will also successfully promote the transformation of community industry and inheritance of community culture, last but not least, establish individual characteristic industries of community and implement the concept of sustainable management.
