Abstract: | 為了因應現今快速變化的市場環境,學者提出「虛擬企業」的概念做為未來企業的願景。 然而現今探討虛擬企業的文獻,多在探討如何運用資訊技術來達到建立虛擬企業或泛一般的管理原則;對於虛擬企業最重要的夥伴選擇卻少有決策過程的著墨。本研究的目的即在發展上述的過程。 虛擬企業包含四個階段包括確認機會、夥伴選擇、虛擬企業形成、虛擬企業運作,最後虛擬企業終結運作。本研究認為必須先釐清生命週期第三階段-虛擬企業的運作形式後,再往第二階段-夥伴選擇階段以尋找適合運作形式的夥伴。論文中定義虛擬企業的主要運作形式分為外包、交易與協同合作。這三種合作方式所選擇夥伴的依據各不相同,而其虛擬企業運作所需資訊與時機也有差異。為此三項形式本論文制定一決策流程,以定義何種時機需要外包與合作夥伴,何時尋求交易夥伴以及何時建立協同合作關係。 此外,本研究透過Case-Based Reasoning的技術與效用函式與限制式有效地篩選夥伴以作為企業決定夥伴的重要依據,研究中並以實例驗證本研究所發展之流程可行性。 Virtual enterprises have been considered as a new business strategy for gaining profits in today’s highly dynamic environment. It creates a temporary team for fulfilling a special need from customers. Each of the team members contributes its core competence to the special need. Hence, the efficiency and quality of the products or services may be optimized. The team dissolves afterwards, when the need is fulfilled. Researchers have investigated virtual enterprises from numerous perspectives. However, the decision process of partner selection, as a key process of forming the team, seems rarely investigated. In this research, the process is developed. First, this research takes a perspective of broker for developing a virtual enterprise. Second, this research considers three operational relationships between companies of a virtual enterprise: transaction, outsourcing, and collaboration. Based on the operational relationships, this research develops a complete decision process. For transaction, this research focuses on developing a mathematical model for determining if a broker company should make in house or buy. Further, if the model specifies that the company should buy, a utility function is developed for building outsourcing strategy. Finally, a case-based reasoning approach is developed for the company to decide if the outsourcing partner is suitable. Numerical examples are also given in this research for demonstration. Through the detailed procedures, a broker company may identify its partners to create a virtual enterprise. |
