    Abstract: 上戰場帶了一把沒有子彈的槍,只能去當炮灰。面對危機的管理也是一樣,空有危機管理的策略,但是沒有能力進行策略執行,那危機永遠不會變成轉機。當前無論是公共管理還是企業管理、學界還是實務界都針對危機做了系統化的剖析和研究,也針對危機製作了很多相對應的管理措施與方法。但是觀察眾多的公共危機個案,政府組織往往深受層層法令結構的限制,缺乏授權彈性,以致無法在具有時效性與應變性的狀態下對危機進行管理。此外,在面對危機時,多半需要政府各部門間的通力配合,甚至藉助國際間或民間力量的合作,才能有效的化解危機。但是政府部門間往往遭受到某些原因的阻擾,導致無法有效的進行合作,使得危機無法在第一時間進行排解,進而造成危機的擴大,最後必須花費更大的成本來進行解決。 其實一個完整且良善的公共危機處理過程,除了需要完備的危機管理策略外,實有賴於中央與地方、政府部門之間的相互配合與協調,並且建立一個良好的溝通平台。因此本文茲針對現行危機管理的策略中,研究該如何透過府際間合作方式進行管理和執行,並且對未來危機管理的府際合作方式做出建議。
    Tackling the battlefield with an unloaded gun is no different than being a helpless target for bombardment. And the same can be said when confronting crisis management, as no crisis can be averted and turned around with the presence of a crisis management strategy but without the ability to implement it. In spite that the practical implementation sector in business administration and academic study has systematically profiled and studied crisis in public administration, and have devised many corresponding management measures and focus on crisis management. However, by observing a number of public crisis cases, the governmental organization tends to lack authorization flexibility, as hindered by many legal and regulatory confines, rendering it unable to manage the crisis as effectively and flexibly. In addition, when faced with a crisis, there is a high probability that it requires an coordinated effort among the governmental departments, or even relying on the cooperation of global and private strength, in order to effective resolve a crisis. Noteworthy, there seems to be a certain hindrance existed among the governmental department that prevents an effective cooperation, delay a crisis from being resolved at the onset of its occurrence, but also aggregates the crisis to expand that can only be resolved at the cost of a greater expenditure. As a matter of fact, devising a comprehensive and working public crisis response process calls for more than instilling a comprehensive crisis management strategy, but also a mutual support and cooperation among the central and local governmental departments, and the instilment of an interactive communication platform. In light of which, the thesis aims to examine how best approach from an inter-governmental cooperation mode to manage and implement the existing crisis management strategy, and to devise recommendations for an inter-governmental cooperation mode in support of future crisis management.
